FERC Electric Transmission Task Force

The Federal Energy Regulatory Commission will hold the fifth meeting of the joint federal-state task force on electric transmission. The first-of-its-kind task force, established in June 2021, aims to identify barriers inhibiting planning and development of transmission infrastructure, which is key to facilitating the transition towards clean energy resources, and potential solutions to overcome them. Topics of discussion include regulatory gaps and challenges in the oversight of transmission development.

FERC GTN XPress Natural Gas Expansion Project

The Federal Energy Regulatory Commission is due to issue its final environmental assessment for the GTN XPress project proposed by Gas Transmission Northwest LLC, a subsidiary of TC Energy. The project would modify three existing compressor stations in Idaho, Washington, and Oregon to increase the capacity of the company’s existing natural gas system by about 150,000 dekatherms per day between the Kingsgate Station in Idaho and the Malin Meter Station in Oregon. GTN expects the project to enhance its ability to meet a growing market demand, benefit local communities, and provide operational flexibility. The commission initially identified Oct. 14 as the date of issuance of the final assessment, but revised the schedule to provide additional time for staff analysis of comments on the draft review.

ISO-NE Winter Readiness Seminar

ISO New England Inc. will hold its winter readiness seminar that will provide generators an outlook of the upcoming winter season, and review changes to programs, procedures, and preparations underway to strengthen readiness for operations during cold weather in New England. The grid operator’s System Operations & Market Administration team will provide information about policies, procedures, and preparations for reliable system operations for the upcoming winter.

DE DNREC Low Emission Vehicle Program

The Delaware Department of Natural Resources and Environmental Control will hold three public workshops on draft amendments to the Delaware Low Emission Vehicle Program. The changes are required to update the program, by reference of California’s Advance Clean Car II low emission vehicle and greenhouse gas standards, and add the requirements for zero emitting vehicles for model year 2026 and beyond. The standards were adopted in 2010 and went into effect for model year 2014 vehicles. Since then, California has made changes for automobile manufacturers to comply and the Clean Air Act requires Delaware standards to be identical to California’s standards.

NYSERDA Renewable Energy Solicitation

The New York State Energy Research and Development Authority is due to receive applications for its sixth competitive solicitation, seeking 2 gigawatts or more of new large-scale renewable energy projects. Projects selected through this solicitation are expected to spur nearly $3 billion in clean energy investments and create more than 2,000 jobs. The additional generation will help accelerate progress toward achieving the state’s goal of procuring 70 percent of electricity from renewables by 2030. The projects are expected to have the capability to provide electricity for around 600,000 homes and maintain the anticipated pace of state-contracted opportunities for private renewable energy developers.

CAISO Extended Day-Ahead Market Initiative

The California Independent System Operator Corp. will hold a stakeholder meeting to discuss a draft final proposal for the Extended Day-Ahead Market initiative, or EDAM, a voluntary electricity market with the potential to deliver significant economic, environmental, and reliability benefits for participants across the West. EDAM intends to better integrate renewable resources and address significant operational challenges presented by a swiftly changing resource mix, emerging technologies, and the impacts of climate change. The initiative builds upon the ability of the Western Energy Imbalance Market to enhance regional coordination, support state policy goals, and meet demand cost-effectively.

CA EC Offshore Wind Development

The California Energy Commission is due to receive comments on the identification of suitable sea space for wind energy areas in federal waters sufficient to accommodate the offshore wind planning goals for 2030 and 2045. In identifying a suitable sea space, the commission is required to take into account existing data and information on offshore wind resource potential and commercial viability, and existing and necessary transmission and port infrastructure. The agency is also required to consider the protection of cultural and biological resources with the goal of prioritizing least-conflict ocean areas. 17-MISC-01

MN PUC Minnesota Energy Gas Rate Plan

The Minnesota Public Utilities Commission is due to receive reply comments on Minnesota Energy Resources Corporation’s application for adjustments of retail rates and charges applicable to natural gas services. The WEC Energy Group subsidiary is proposing a total increase of approximately $40.3 million, or 9.9 percent, for the test year ending in Dec. 31, 2023. In case the proposed rate is suspended, the company requests an interim rate increase of approximately $37 million, or 9.1 percent, to be effective Jan. 1, 2023. GR-22-504

CARB Quarterly Carbon Auction

The California Air Resources Board and Québec’s Ministry of the Environment and the Fight against Climate Change will hold their 33rd joint carbon auction, which will offer allowances for current and future years. The current auction will offer 2021 and 2022 vintage allowances totaling about 58.02 million, and the advance auction will offer 2025 future allowances totaling about 7.94 million. The previous auction held in August sold all of the nearly 57 million carbon permits offered for current emissions at a price of $27 per allowance. The advance auction sold more than 7.9 million allowances for $30 each. California’s cap-and trade program places an economy-wide cap on major emitting sources.
