BOEM New York Bight Wind Area Review

The Bureau of Ocean Energy Management is due to receive comments on an environmental review of six wind lease areas offshore New York and New Jersey, in the area called New York Bight. The leases for these six areas were awarded via the agency’s February 2022 auction and fetched over $4.3 billion in lease sale revenue, a record amount for any U.S. offshore renewable or conventional energy lease sale. This environmental review is the first of its kind and will lead to additional environmental analyses specific to each proposed wind energy project.

FERC Transmission Planning Reforms

The Federal Energy Regulatory Commission is due to receive comments on its proposed reforms to require public utility transmission providers more fully consider dynamic line ratings and advanced power flow control devices in their regional transmission planning processes. The move follows a recently proposed rule by the commission aimed at improving regional transmission planning and cost allocation, addressing the need for increased resilience and reliability of energy infrastructure while achieving cost savings for consumers. Among the key provisions, the proposal would require each transmission provider to seek the agreement of relevant state entities within the planning region regarding the cost allocation for facilities selected as part of long-term regional transmission planning. Reply comments are due by Sept. 19.

NY PSC Brooklyn Clean Energy Hub

The New York Department of Public Service staff and New York State Energy Research and Development Authority will hold a technical conference to discuss the Brooklyn Clean Energy Hub, proposed by Consolidated Edison Company of New York. The company requested regulators for permission to build a $1 billion hub that would integrate large quantities of offshore wind energy directly to areas within its system where there is high electricity demand, enabling the most efficient use of the generation, including by customers located in environmental justice areas. Further, the company proposes to build the hub on a site that was previously dedicated to fossil-fuel-burning generation.
