BOEM SouthCoast Wind Project

The Bureau of Ocean Energy Management will hold a meeting to discuss its draft environmental impact statement for SouthCoast Wind Energy LLC’s proposed Southcoast Wind Project offshore Massachusetts. The 2.4 gigawatt project has the potential to supply more than 800,000 homes. The proposal includes up to 147 wind turbines and two export cable corridors, with one making landfall in Falmouth and the other in Somerset, Massachusetts. The lease area covers about 127,388 acres and is approximately 26 nautical miles south of Martha’s Vineyard and 20 nautical miles south of Nantucket. READ MORE

NWTRB Spent Nuclear Fuel Removal

The U.S. Nuclear Waste Technical Review Board will hold a meeting to review information on the U.S. Energy Department’s evaluations, planning, and preparations for transport of spent nuclear fuel, or SNF, from commercial nuclear power plants. Speakers from DOE’s Office of Nuclear Energy will describe recent accomplishments and future priorities in the department’s integrated waste management program and its strategy for management and disposal of SNF, including the use of a consent-based siting process. EPA Regional Pollution Prevention Grant

The U.S. Environmental Protection Agency will hold a webinar to discuss a $16 million grant opportunity for states and tribes to advance the development and adoption of pollution prevention, or P2, practices in disadvantaged communities. This opportunity follows a grant of about $14 million, the first of five annual installments of P2 grant funding provided by the 2021 Infrastructure Investment and Jobs Act. The agency will award grants ranging from $100,000 to $800,000 for the funding period, or up to $1.2 million for multi-state or multi-tribal projects. Another webinar will be held on March 30.

BOEM Renewable Energy Modernization Rule

The Bureau of Ocean Energy Management is due to receive comments on its proposed rule to update and modernize the regulations governing wind energy development on the Outer Continental Shelf, or OCS. The revisions are aimed to facilitate the development of offshore wind energy resources to meet U.S. climate and renewable energy objectives, and are projected to save the renewable energy industry $1 billion over 20 years. The proposed rule contains reforms identified by the U.S. Interior Department and recommended by industry since 2010. The agency’s renewable energy program has evolved over the past 13 years, during which time the bureau has conducted eleven auctions and issued and managed 27 active commercial leases. READ MORE

DC PSC Energy Efficiency and Demand Response Programs

The District of Columbia Public Service Commission will hold the twelfth meeting of its Energy Efficiency and Demand Response, or EEDR, Metrics working group. Pursuant to commission directive and 2018 legislation, the group is required to continue considering unresolved issues such as the governance structure to coordinate the planning, delivery, reporting, evaluation, and design of EEDR programs administered by utilities, as well as performance incentive measures for the programs. The meeting will discuss Washington Gas Light Company’s forthcoming EEDR proposals, as well as solicitation of comments and implications of the company’s 2022 study on natural gas efficiency programs. The study is intended to inform the design of potential new program offerings for its customers. FC1160

PA PUC EV Charging Rate Design

The Pennsylvania Public Utilities Commission is due to receive recommendations from a working group regarding electric vehicle charging rate design. The group was established in November following a petition by ChargEVC-PA requesting a proceeding that will result in the issuance of a policy statement on rate design for EV charging. The coalition said that the growth of EVs potentially presents the most significant load growth challenge for electric utilities in decades, which could drive significant increase to system investments if customers do not receive price signals through rates or other encouragement to charge during off-peak periods. MN PUC Summit Midwest Carbon Express Pipeline

The Minnesota Public Utilities Commission will discuss a petition seeking reconsideration of the commission’s order accepting Summit Carbon Solutions LLC’s application for a routing permit to build a carbon dioxide pipeline. Summit proposes to construct about 28.1 miles of pipeline and associated facilities to capture and transport carbon dioxide from the existing Green Plains Ethanol Plant in Otter Tail County to the North Dakota-Minnesota border in Wilkin County. The project is designed to capture and transport carbon for underground sequestration, which is expected to lower the carbon-intensity score of ethanol produced at the plant by an estimated 40 percent and improve its ability to compete in markets with low-carbon fuel standards. Summit ultimately plans to interconnect the pipeline with a broader proposed network – Midwest Carbon Express Project – spanning about 2,000 miles across Minnesota, Iowa, Nebraska, North Dakota, and South Dakota. SPP Transmission Project Review Panel

Southwest Power Pool Inc., the grid operator for 17 states in the central and western U.S., is due to receive applications to establish an expert panel to assess competitive transmission project proposals. The SPP oversight committee will make a recommendation regarding member selection to be approved by the board of directors later this year. Experts may be selected to serve on an independent panel to review construction proposals in 2023. The grid operator forms a pool of individuals each year to create a panel of industry experts in response to the Federal Energy Regulatory Commission’s Order 1000 on transmission planning and cost allocation.
