FERC Golden Pass LNG Environmental Review

The Federal Energy Regulatory Commission is due to issue an environmental assessment for Golden Pass LNG Terminal LLC’s proposal to increase the authorized production capacity of its liquefied natural gas export project in Jefferson County, Texas from 15.6 million metric tons per year to 18.1 million metric tons. The proposal, which seeks to amend a December 2016 order that authorized the project, is based on a recalculation of the maximum design capabilities of the facilities and would not involve the construction of any additional facilities. The project is currently under construction and contemplates initial commencement of service in 2024. CP20-459-000

DC PSC Value of Distributed Resources Study

The District of Columbia Public Service Commission is due to receive submissions in response to its request for proposals from consultants to conduct a study for establishing a methodology to determine the value of distributed resources. The analysis will be used to develop a framework and a dynamic pricing formula, facilitating the calculation of compensation rates for these resources. The request is part of the commission’s PowerPath DC, launched in August 2019, to replace the 2015 MEDSIS initiative to advance the commission’s grid modernization efforts. The district has a goal of achieving 50 percent emissions reduction and 100 percent renewable energy in 2032.

CT PURA Renewable Energy Tariffs Technical Meeting

The Connecticut Public Utilities Regulatory Authority will discuss tariffs for electric distribution companies for Class I renewable energy projects located in residential customers’ premises. The proceeding will take into account the findings of a study focused on identifying and quantifying the benefits that distributed resources can provide to electric ratepayers, in an effort to inform future policies and initiatives that incentivize their deployment. The conference will include a presentation by the Connecticut Green Bank on how the current Residential Solar Investment Program is administered and what elements can be carried-over into the new residential solar tariff program. Utilities are expected to detail the cost and implementation of on-bill payment or direct payment options that may lower financing for the program. 20-07-01

NY PSC NYSEG Non-Pipe Alternatives Review

The New York Public Service Commission will hold a virtual technical conference to review New York State Electric & Gas Corporation’s request to approve implementation of non-pipe alternatives in the Lansing, New York area, and associated cost recovery. In a 2017 order authorizing the company’s natural gas compressor project, the commission directed the Avangrid Inc. subsidiary to issue a solicitation for non-pipe solutions that address the pressure and reliability issues in the Ithaca Division and the Town of Lansing, as well as the pending demand for gas service for both existing and new customers. 17-G-0432

CA PUC Gas System Planning Report Comments

The California Public Utilities Commission is due to receive comments on a report concerning reliability standards, as well as market structure and regulations governing gas transmission systems pertaining to the first of its three-phase proceeding to reconsider rules governing the state’s gas utilities. The second phase will examine coordination between gas utilities and generators, while the final phase will implement a long-term strategy to manage the state’s transition away from natural gas-fueled technologies to meet decarbonization goals. State and municipal laws concerning emissions are expected to result in the replacement of gas-fired technologies and lower natural gas demand over the next 25 years. R2001007

CA EC RPS Enforcement Regulations Workshop

The California Energy Commission will host a remote workshop to solicit public and stakeholder comment on proposed changes to the Renewables Portfolio Standard enforcement regulations for local publicly owned electric utilities. The workshop will focus on key elements of implementing utilities’ long-term procurement requirements. Established in 2002, California’s RPS establishes increasingly progressive renewable energy targets for load-serving entities. In 2018, the state enacted a law requiring 60 percent of electricity retail sales to be sourced from renewable resources by 2030. The commission initiated the rulemaking in May to implement changes to procurement targets for the compliance periods between 2021 and 2030, establish goals for the intervening years to demonstrate progress, and establish three-year compliance periods beginning after 2030. 16-RPS-03

WA UTC Energy Independence Act Amendments

The Washington Utilities and Transportation Commission will conduct a hearing concerning adoption of proposed revisions to the rules governing implementation of the Energy Independence Act. Revisions include clarifying the eligible uses of renewable energy credits, definition for nonemitting electric generation, and other requirements to incorporate requisite changes. The 2006 act directed qualifying electric utilities to obtain 15 percent of their electricity from eligible renewable resources by 2020. In 2019, Washington enacted the landmark Clean Energy Transformation Act that requires the state’s electricity supply to be carbon-neutral by 2030 and carbon-free by 2045, and directs electric utilities to phase out coal from their generation portfolio by 2025. AZ CC Arizona Public Service Rate Case Comment Session

The Arizona Corporation Commission will receive telephonic comments regarding Arizona Public Service Company’s application for adjustments of retail rates and charges applicable to its electric service. The Pinnacle West Capital Corporation subsidiary asked for an annual revenue increase of $184 million and a return on equity of 10.15 percent, which would result in an average monthly bill increase of 5.8 percent for residential customers.
