BOEM Gulf of Mexico Offshore Wind Lease Sale

The Bureau of Ocean Energy Management is due to receive comments on its proposal for a second offshore wind energy auction in the Gulf of Mexico. The proposed lease sale would include four areas totaling approximately 410,060 acres offshore Texas and Louisiana, which have the potential to power 1.2 million homes. The bureau is seeking feedback on various aspects of the proposed lease areas, as well as potential lease revisions to include the production of hydrogen or other energy products using wind turbine generators on the lease.

BOEM Oregon Wind Lease Area Review

The Bureau of Ocean Energy Management will hold a meeting to discuss a draft environmental assessment on the impacts associated with wind energy-related leasing activities on the Pacific Outer Continental Shelf offshore Oregon. The bureau has proposed a lease sale offshore Oregon, which consists of two lease areas totaling nearly 195,000 acres and capable of supplying over one million homes. Stipulations for the proposed sale include providing bidding credits to bidders who commit to supporting workforce training programs or developing a domestic supply chain for the floating offshore wind energy industry. FEMA Extreme Heat Summit Series

The Federal Emergency Management Agency will hold an in-person summit as part of its Extreme Heat Summit series to discuss the impacts of extreme heat and actions to combat and prepare for increasing risks of extreme heat events across the country. The summit will include opportunities for discussion, networking, and cross collaboration between all levels of government and community partners. The meeting will include presentations and panel discussions by subject matter experts, local emergency managers, and climate resiliency practitioners. Speakers are expected to focus on raising awareness of the increasing frequency and severity of extreme heat events, highlighting mitigation best practices, and discussing ways to communicate risks and implications to communities and stakeholders.

DOE Carbon Capture Permitting Task Forces

The U.S. Energy Department will hold a joint meeting of two task forces on carbon dioxide capture, utilization, and sequestration permitting. Last October, DOE finalized a memorandum of understanding with the White House Council on Environmental Quality to establish them – one task force focuses on federal lands and the Outer Continental Shelf, and the other on non-federal lands. The task forces are charged with identifying permitting and other challenges and successes that authorities and project developers and operators face in permitting projects. They are also required to improve the process and regional coordination in order to promote efficient, orderly, and responsible development of carbon capture projects and carbon dioxide pipelines.

DOE Advanced Biofuels Development

The U.S. Energy Department is due to receive applications for a $9.4 million funding opportunity to support the development of advanced biofuels. The initiative will support projects in two priority areas: projects aimed at scaling up key process steps in advanced biofuel production and projects to develop and pilot-test key technology innovations for processing biointermediates. Applicants will be required to demonstrate how their proposal meets the definition of an advanced biofuel under the U.S. Environmental Protection Agency’s Renewable Fuel Standard, or RFS, program.

PA PUC Columbia Gas Rate Case Hearing

The Pennsylvania Public Utility Commission will conduct hearings to discuss Columbia Gas of Pennsylvania Inc.’s application for adjustments of retail rates and charges applicable to its gas service. The NiSource Inc. subsidiary asked for an annual revenue increase of $124.1 million, or 15.79 percent. The revision would result in an average monthly bill increase of $18.76, or 15.88 percent, for residential customers consuming 70 therms of gas.

NY PSC National Grid Rate Case

The New York Public Service Commission is due to receive comments on a proposal by Brooklyn Union Gas Company and KeySpan Gas East Corporation to increase their gas delivery revenues. The National Grid subsidiaries proposed a three-year rate plan, starting from April 2024, with a return on equity of 9.35 percent. Brooklyn Union proposes to increase annual gas delivery revenues by about $256.88 million, $287.52 million, and $320.06 million in the first, second, and third years, respectively. KeySpan Gas seeks an increase of $147.09 million, $161.14 million, and $180.43 million in the respective rate years. READ MORE

MN PUC Big Oaks Transmission Project

The Minnesota Public Utilities Commission is due to receive reply comments on a proposal by Northern States Power Company, a subsidiary of Xcel Energy Inc., to construct a 208-mile transmission transmission line intended to facilitate more reliable, safe, and affordable energy delivery to the Midwest subregion of the Midcontinent Independent System Operator footprint. The project consists of two segments. The western segment would connect the existing Big Stone South Substation in South Dakota to the existing Alexandria Substation in Minnesota. The eastern segment would connect the Alexandria Substation to a new Big Oaks Substation in Minnesota. Xcel Energy, along with Great River Energy, Minnesota Power, Otter Tail Power Company, and Western Minnesota Municipal Power Agency, filed an application last September for a certificate of need for the proposed project. CA EC Integrated Energy Policy Report

The California Energy Commission is due to receive comments on proposed data collection and analysis for the 2024 Integrated Energy Policy Report, or IEPR. The commission is required to regularly assess all aspects of energy demand and supply in order to develop energy policies that conserve resources, protect the environment, and ensure energy reliability, among others. Load-serving entities are required to submit 10-year demand forecasts and resource plans that will provide a foundation for the analyses and recommendations in the IEPR, including resource assessment and analysis of progress towards energy efficiency and renewable energy goals. At a recent workshop, the commission discussed proposed changes to electricity resource plan forms and instructions, such as adding more resource technology subtypes. 24-IEPR-02

CA EC Grid Modernization Research

The California Energy Commission is due to receive comments on tools currently being used by grid operators to predict the behavior of behind-the-meter distributed energy resources such as solar photovoltaic, battery energy storage, electric vehicles, and load flexibility technologies. At a recent workshop, held in collaboration with the California Independent System Operator, commission staff provided an introduction of the 2021-2025 investment plan for the Electric Program Investment Charge, or EPIC program and the need to fund research on forecasting of behind-the-meter and distributed energy resources. The ISO staff discussed current tools being used for forecasting, technological advancements for the improvement of those tools, the need for accurate forecasting, and future considerations to improve DER forecasts. 23-ERDD-01
