DOE Clean Energy Workforce Training Grant

The U.S. Energy Department will hold a webinar to discuss a $40 million funding opportunity under the Energy Auditor Training program, which aims to upskill the workforce with energy efficiency certifications. The program, launched through the 2021 Infrastructure Investment and Jobs Act, will provide grants for states to train individuals to conduct energy audits or surveys of commercial and residential buildings. Applicants must submit a plan detailing how their proposal will support local community and labor, invest in the workforce, advance diversity equity, and inclusion, and aid economic and environmental justice initiatives.

BLM 117 MW Sapphire Solar Project

The Bureau of Land Management is due to receive comments on a solar power and battery storage project proposed by EDF Renewables in Riverside County, California. The Sapphire Project, designed to generate and store up to 117 megawatts of photovoltaic solar energy and deliver renewable electricity to the statewide transmission grid, would be located on about 1,082 acres of private lands and include approximately 41 acres of public lands.

NY PSC National Fuel Rate Case

The New York Public Service Commission will hold a hearing to discuss National Fuel Gas Distribution Corporation’s proposal to increase its gas delivery revenues effective Oct. 1, 2024. The company seeks an increase in natural gas delivery revenues of $88.8 million, a 30.8 percent increase in base delivery revenues or a 11.1 percent increase in total revenues. The request would result in a total monthly bill increase of approximately $11.31, or 13.7 percent, for the average residential customer. 23-G-0627

PA DEP Grid Resilience Grants Program

The Pennsylvania Department of Environmental Protection is due to receive applications for a $16 million competitive grant offered through the Pennsylvania Grid Resilience Grants Program for eligible resilience measures intended to mitigate the impact of electric grid disruptive events. The initiative is funded under the 2021 Infrastructure Investment and Jobs Act. The department seeks applications for advanced, innovative, and transformative projects that result in a more resilient and reliable electric grid while promoting the expansion of clean energy generation, workforce benefits and positive outcomes in disadvantaged communities.

NY PSC Gas System Planning

The New York Public Service Commission is due to receive comments on a long-term gas system plan filed by New York Electric and Gas Corporation and Rochester Gas and Electric Corporation. The filing is in response to the commission’s May 2022 order creating a long-term gas system planning process for local gas distribution companies. The order also directed commission staff to facilitate meetings between a gas utility and stakeholders interested in its long-term plan.

WA UTC Biennial Gas Conservation Plans

The Washington Utilities and Transportation Commission will discuss biennial conservation plans filed by Avista Corporation, Puget Sound Energy, Cascade Natural Gas Corporation, and Northwest Natural Gas Company for the 2024-2025 period. The plans outline the companies’ biennial conservation targets and how they intend to achieve them. The commission requires gas utilities to consider all cost-effective demand side management resources in their energy portfolio on an equal and comparable basis with supply side resources.

CA EC Long-Term Gas Research and Development

The California Energy Commission is due to receive comments regarding its Gas Research and Development program’s proposed energy-related gas research initiatives for the 2024-2025 fiscal year. The commission recently held a workshop where staff presented research initiative themes in the areas of gas decommissioning, gas system safety, renewable generation, clean renewable hydrogen distribution, and building decarbonization. A 2018 state law requires all retail electricity to be supplied by zero-carbon resources by 2045. 23-ERDD-02

WI PSC Resource Adequacy Standards

The Wisconsin Public Service Commission is due to receive comments to inform the scope of its investigation to review resource adequacy standards and requirements. The investigation may evaluate a wide range of topics including current and ongoing resource adequacy initiatives by the Midcontinent Independent System Operator Inc., the grid operator covering Wisconsin, and other regional grid operators, other states, and related entities. Other topics include options to create flexibility for updating resource adequacy requirements in Wisconsin in response to changing industry standards and MISO proposals. READ MORE

MI PSC Indiana Michigan Power’s Distribution Plan

The Michigan Public Service Commission is due to receive comments on Indiana Michigan Power Company’s electric distribution system investment and maintenance plan for the five-year period from 2023-2027. In an order issued in 2022, commission directed the state’s three electric utilities to file the five-year plans by Sept. 29, 2023, finding that the current distribution planning approaches to address pressing matters of reliability of service to customers and current plans for improvements are insufficient. The plan prioritizes minimizing outages and recognizes the growth potential for third party distributed energy resources, as well as the ensuing need for grid hosting capacity and active monitoring and controls to manage a more dynamic grid, and includes consideration for non-wires alternatives. CA EC EV Programs Design Changes

The California Energy Commission is due to receive comments on proposed design changes to the California Electric Vehicle Infrastructure Project, or CALeVIP, 2.0 and the Communities in Charge, or CIC. The commission recently held a workshop which included a summary of past requirements and design elements for both programs, and proposed requirements and changes which may include eligible costs, eligible sites, and rebate levels and structures. The commission funds two block grants for fast and efficient installation of light-duty EV charging stations across the state, with the CALeVIP 2.0 offering rebates for the purchase and installation of high-powered direct current fast chargers and the CIC offering rebates for Level 2 chargers. 20-TRAN-04
