BLM 117 MW Sapphire Solar Project

The Bureau of Land Management is due to receive comments on a solar power and battery storage project proposed by EDF Renewables in Riverside County, California. The Sapphire Project is designed to generate and store up to 117 megawatts of photovoltaic solar energy and deliver renewable electricity to the statewide transmission grid. The project would use about 41 acres of public land for access roads, facilities, and transmission lines, while the solar panels, battery storage, and related infrastructure would be placed on 1,082 acres of adjacent private land.

BLM 200 MW Dodge Flat II Solar Project

The Bureau of Land Management seeks input to prepare a resource management plan amendment and an associated environmental impact statement for NextEra Energy Resources LLC’s proposal to construct a 200-megawatt solar power and battery storage project in Washoe County, Nevada. The proposed Dodge Flat II Solar Project would be located on about 1,740 acres of land and is scheduled to begin operations by June 2027.

DOE North Plains Connector Project

The U.S. Energy Department will hold meetings to discuss the scope of analyses, potential alternatives, and impacts to be considered in preparing an environmental impact statement for Grid United’s proposed North Plains Connector project connecting the eastern and western electric grids in Montana and North Dakota. The project includes approximately 420 miles of an up to 525 kilovolt high voltage transmission line with an investment of about $3.2 billion in the states. Construction is expected to commence in 2028, with the line expected to be operational in 2032. Additional meetings will be held on Nov. 12, 13, and 19.

DOE Offshore Wind Research and Development

The U.S. Energy Department is due to receive applications for a $48.6 million funding opportunity to support national and regional research and development of offshore wind energy. The funding aims to address major areas of need including accelerating research and development of floating offshore wind platforms, exploring innovations for fixed-bottom foundations, and expanding the reach of the domestic supply chain. This funding opportunity represents one of DOE’s single largest investments in offshore wind.

PA DEP Panther Creek Plant License Renewal

The Pennsylvania Department of Environmental Protection will hold a hearing on Panther Creek Power Operating LLC’s application for a Title V permit renewal of the Panther Creek Power Plant in Carbon County. The plant is an 80-megawatt coal refuse reclamation-to-energy facility, a waste byproduct of legacy coal mining operations. The permit allows the plant to continue utilizing the two existing circulating fluidized bed combustors, both permitted to combust culm and No. 2 fuel oil. The permit will include testing, monitoring, record-keeping, and reporting requirements to ensure that operations meet applicable air quality criteria.

NY PSC National Fuel Rate Case

The New York Public Service Commission is due to receive comments on a joint proposal regarding National Fuel Gas Distribution Corporation’s request to increase its gas delivery revenues for three years beginning Oct. 1, 2024. The joint proposal details annual increases of $37.1 million in the first year, $35.7 million in the second year, and $36.4 million in the third year, each representing a 4.42 percent increase. The company initially sought an increase in natural gas delivery revenues of $88.8 million, a 30.8 percent increase in base delivery revenues or a 11.1 percent increase in total revenues. 23-G-0627

MD PSC 61 MW Crockett Solar Project

The Maryland Public Service Commission will hold a virtual hearing on Crockett Solar I LLC’s application for a certificate of public convenience and necessity to build an approximately 61.2-megawatt alternating current solar project in Talbot County. The project, which includes a 20-megawatt/hour battery energy storage system, would be built on about 1,387 acres in Cordova.

CA EC Floating Offshore Wind Research

The California Energy Commission will host a remote access webinar to provide an overview of floating offshore wind research and development projects funded by its Electric Program Investment Charge, or EPIC, program. The webinar will include presentations from grant recipients funded by EPIC that are currently engaged in research and development projects for floating offshore wind technologies. The EPIC program invests $130 million annually in research to transform the electricity sector and meet the state’s energy and climate goals. 23-ERDD-01

NV PUC Energy Integrated Resource Plan

The Nevada Public Utilities Commission will conduct a hearing on NV Energy’s joint application for approval of its Triennial Integrated Resource Plan and 2025-2027 Energy Supply Plan. The application outlines a plan to align with Nevada’s clean energy goals by balancing cost, reliability, and decarbonization. It incorporates demand-side management strategies to enhance grid value, promote flexible loads, and deploy cost-effective non-wires alternatives to support both grid and state needs. NV Energy specifically seeks approval to add three power purchase agreements for solar-generating resources totaling more than 1,000 megawatts, each with co-located battery energy storage systems, two hydrogen-capable natural gas simple cycle combustion turbines, and build transmission infrastructure necessitated by the new resources and to support growing customer demand. 24-05041

CA PUC Multi-Property Microgrid Tariffs

The California Public Utilities Commission will consider a proposed decision adopting a ratepayer oriented multi-property microgrid tariff for the state’s large investor-owned electric utilities without shifting costs to non-participating ratepayers. The Microgrid Incentive Program supports disadvantaged and vulnerable communities that are impacted by grid outages and may otherwise be unable to deploy a multi-property microgrid project without facing substantial capital costs. Non-utility-owned microgrids deployed through the program will use the tariff. R1909009

CA EC 2024 Integrated Energy Policy Report Update

The California Energy Commission will hold a workshop to review draft results for the 2024 Integrated Energy Policy Report, or IEPR, Update’s electricity demand forecast load modifiers. The commission prepares an IEPR report every two years that includes assessments and forecasts of all aspects of energy industry supply, production, transportation, delivery and distribution, demand, and prices. Load modifiers in the update include behind-the-meter distributed generation and storage, and additional achievable energy efficiency, fuel substitution, and transportation electrification. The workshop will include an overview of draft forecasted annual electricity and draft hourly profiles for each load modifier. 24-IEPR-03
