EPA Marquis Carbon Sequestration Project

The U.S. Environmental Protection Agency seeks comments on a draft permit for Marquis Carbon Injection LLC to inject and store carbon dioxide underground at an injection well in Putnam County, Illinois. The company’s proposed plan involves injecting up to 1.5 million metric tons of carbon per year, over a period of six years, at approximately 3,094 feet below ground. The company would be required to monitor the wells during the six years of the proposed injection and for 12 years afterwards.

FERC Critical Energy Reliability Link Project

The Federal Energy Regulatory Commission will hold public scoping sessions to discuss the potential environmental impacts of the proposed Critical Energy Reliability Link project in Colorado. The project involves the expansion of Rockies Express Pipeline LLC’s natural gas pipeline system by installing a total of approximately 160 miles of pipeline and associated facilities. The company requests authorization to acquire, via leases, 250,000 dekatherms per day of existing unsubscribed transportation capacity on Cheyenne Connector LLC’s system and 1,500,000 dekatherms of storage capacity at East Cheyenne Gas Storage LLC’s facility. The project, expected to come online by the second quarter of 2028, would provide up to 100,000 dekatherms per day of firm natural gas transportation service and 50,000 dekatherms per day of new no-notice service to Colorado Springs Utilities to meet growing demand. BLM Oil and Gas Lease Sale

The Bureau of Land Management will hold a lease sale for 21 oil and gas parcels totaling about 8,843 acres in New Mexico and Oklahoma. A public comment period on the parcels and related environmental analysis concluded in May 2025. The bureau reviews drilling permit applications, conducts an environmental analysis, and coordinates with state partners and stakeholders. Parcels that are offered in a federal oil and gas lease sale include appropriate stipulations to protect important natural resources.

DOE AI and Energy Generation Infrastructure

The U.S. Energy Department seeks proposals from U.S. companies to build and power AI data centers at the Idaho National Laboratory. Priority will be given to projects that integrate innovative energy generation and storage technologies with the AI infrastructure, including advanced nuclear reactors, enhanced geothermal systems, and cold underground thermal energy storage. The department seeks proposals to potentially enter into one or more long-term leasing agreements at the site that would be funded by the applicants. READ MORE

PA DEP 2025 Annual Ambient Air Monitoring Network Plan

The Pennsylvania Department of Environmental Protection seeks comments on its 2025 Annual Ambient Air Monitoring Network Plan. The plan has been updated to address changes made to the state’s air monitoring network and to identify further changes anticipated in the remainder of 2025 and in 2026. The U.S. Environmental Protection Agency requires state and local agencies to enhance air monitoring in order to improve public health protection and better inform the public about air quality in their communities. The annual ambient air monitoring networks plans adopted by these agencies must include a statement of purpose for each monitor and evidence that siting and operation of each monitor meets federal requirements.

PA PUC PPL Electric Rate Case

The Pennsylvania Public Utilities Commission will hold a prehearing conference on PPL Electric Utilities Corporation’s application for adjustments of retail rates and charges applicable to its electric service. The company is seeking an increase of approximately $356.3 million, or 33.4 percent. This represents a hike of seven percent, effective Dec. 1, 2025, for a typical residential customer using 918 kilowatt hours per month. R-2025-3057164

ME PUC Time-of-Use Rate Design

The Maine Public Utilities Commission seeks comments on proposals for implementing time-of-use, or TOU, rates in the state. In June, the commission opened an investigation to determine whether investor-owned transmission and distribution utilities should implement TOU rates for both delivery and standard offer service for residential and small business customers. Earlier this year, commission staff filed a report prepared by its consultant, Exeter Associates, outlining recommendations for the commission’s consideration. To support this effort, commission staff prepared three illustrative straw proposals that present diverse approaches to potential TOU rate designs. The primary goal at this stage is to begin an iterative process to refine two or three proposals and a set of assumptions that would then be used to estimate costs, benefits, and implementation timelines in a future cost-benefit analysis. 2025-00176

IA UC Winter Preparedness Plans

The Iowa Utilities Commission will hold a meeting for utilities and interested parties to discuss challenges and solutions for maintaining the reliability and resiliency of the state’s electric grid during the upcoming winter. The commission has held seasonal preparedness meetings since 2022, following the Midcontinent Independent System Operator Inc.’s planning resource auction results, which projected a capacity shortfall that could have required electric utilities to implement temporary load sheds. In early 2024, the commission expanded the scope of its seasonal preparedness inquiry to include discussions on grid hardening and resilience. Following the Midwest Reliability Organization’s regional risk assessment report released in January, which identified outages during extreme cold weather as one of the top risks facing the region, the commission initiated a proceeding to continue its dialogue on seasonal preparedness and grid resilience. CA EC Clean Transportation Program Investment Plan

The California Energy Commission invites written comments on a draft report of the 2025-2026 Investment Plan Update for the Clean Transportation Program. The program invests approximately $100 million annually to advance zero-emission technologies, supporting projects such as electric vehicle charging and hydrogen refueling infrastructure, workforce training, and related initiatives. A 2007 law established the program and authorized the commission to develop and deploy zero-emission and other advanced fuels and transportation technologies to support the state’s climate change policies. Legislation enacted in 2023 reauthorized the program until July 1, 2035 with some additions and revisions. 25-ALT-01
