FERC Review of Oil Pipeline Index Level

The Federal Energy Regulatory Commission seeks comments on a proposed index level used to determine annual changes to oil pipeline rate ceilings. The commission proposes to use the Producer Price Index for Finished Goods, or PPI-FG, minus 1.42 percent as the index level for the five-year period beginning July 1, 2026. The commission annually applies an index to existing oil pipeline transportation rate ceilings to establish new rate ceiling levels and reexamines the index level every five years. RM26-6-000

BOEM Gulf of America Lease Sale

The Bureau of Ocean Energy Management seeks input from affected state governors and local governments on its proposed second Gulf of America oil and gas lease sale under the One Big Beautiful Bill Act enacted in July. Lease Sale “Big Beautiful Gulf 2” proposes to offer approximately 15,000 unleased blocks covering roughly 80 million acres. In August, the U.S. Interior Department issued a long-term schedule for offshore oil and gas lease sales as directed by the act, which requires 30 lease sales in the Gulf of America and six in Alaska’s Cook Inlet through 2040.

BLM Wyoming Oil and Gas Lease Sale

The Bureau of Land Management seeks public comments on 112 oil and gas parcels totaling about 120,927 acres that it plans to include in the June 2026 lease sale in Wyoming. The bureau reviews drilling permit applications, conducts an environmental analysis, and coordinates with state partners and stakeholders. Parcels that are offered in a federal oil and gas lease sale include appropriate stipulations to protect important natural resources.

DOE Transformational AI Capabilities for National Security

The U.S. Energy Department invites public input in response to its request for information titled “Transformational AI Capabilities for National Security.” The RFI seeks feedback from AI model developers, cloud environment providers, think tanks, universities, and other interested parties, with the goal of fostering long-term collaborations to integrate transformative AI capabilities into the National Nuclear Security Administration’s (NNSA) critical operations. In November, President Trump issued an executive order to establish the Genesis Mission aimed to transform science and innovation through the power of AI, mobilizing DOE’s 17 national laboratories, industry partners, and universities to build an integrated discovery platform. BOEM Oil and Gas Leasing Program

The Bureau of Ocean Energy Management seeks input on a draft proposal for the 11th National Outer Continental Shelf (OCS) Oil and Gas Leasing Program, which would replace the previous administration’s 2024-2029 offshore leasing program with a more expansive plan set for completion by October 2026. The draft includes as many as 34 potential lease sales covering approximately 1.27 billion acres. The draft identifies large areas off Alaska, the Pacific coast, and the Gulf of America, and creates a new South-Central Gulf of America planning area. The bureau seeks information on a broad range of topics, including the economic, social, and environmental values of all OCS resources, as well as the potential impacts of oil and gas development on those resources and on the marine, coastal, and human environments.

NY DEC Environmental Justice Efforts

The New York State Department of Environmental Conservation will hold a listening session in Newburgh to support and enhance meaningful engagement with communities that have environmental justice concerns. The event is the fourth in a series of listening sessions aimed at supporting ongoing efforts to promote New York’s commitment to build relationships between the agency and community members. The department aims to better understand and address environmental disparities and ensure that its programs and initiatives are reaching environmental justice communities.

ME PUC Future of Natural Gas

The Maine Public Utilities Commission will hold a workshop to discuss the implications of the state’s decarbonization goals for natural gas utilities and their customers. The workshop will explore issues raised in initial stakeholder and utility comments in a proceeding opened last year to examine the future of natural gas. The primary goal of the proceeding is to develop a consistent methodology or framework for incorporating and evaluating the impact of greenhouse gas emissions in decision-making involving gas infrastructure investments and contractual commitments for supply or capacity needed to serve customers. The commission’s consultant, E3, will present framework options and discuss activity from other states, including strategies to reduce ratepayer risks from stranded assets associated with natural gas expansion. 2025-00145

WA UTC Wildfire Mitigation Planning

The Washington Utilities and Transportation Commission seeks input to adopt rules for evaluating wildfire mitigation plans submitted by investor-owned electric utilities. The rulemaking implements legislation enacted in 2025 directing the commission to adopt rules for wildfire mitigation, including procedures and standards for vegetation management, fair market landowner compensation guidelines when appropriate, public safety power shutoffs and service restoration, pole materials, circuitry, and monitoring systems. CA EC 2025 Integrated Energy Policy Report

The California Energy Commission will consider adoption of the California Energy Demand Forecast 2025-2045, referred to as the 2025 Integrated Energy Policy Report, or IEPR. The IEPR provides electricity and gas demand forecasts for California and the major utility planning areas within the state. The IEPR forecast will inform a range of planning and procurement efforts, including transmission and distribution system planning and resource adequacy assessments.
