EIA U.S. Energy Outlook

The U.S. Energy Information Administration will issue its last Short-Term Energy Outlook report for 2019, providing a forecast of energy supply, demand, and prices. According to the agency, coal-fired power plants with higher operating and maintenance costs are more likely to retire, with about 66 percent of units in the highest operating cost group expected to close between 2019 and 2030, compared to 36 percent in the lowest cost group. U.S. coal-fired electric generating capacity declined to 257 gigawatts in 2017, since peaking at nearly 318 gigawatts in 2011.

BOEM Offshore Renewable Energy Task Force Meeting

The BOEM’s Offshore Renewable Energy Task Force will discuss efforts to facilitate coordination among federal, state, local, and tribal governments regarding the wind energy leasing process on the Outer Continental Shelf in the Gulf of Maine. In January, Republican Governor Christopher Sununu of New Hampshire requested the establishment of an intergovernmental offshore wind renewable energy task force for the state, which was expanded on by BOEM to include Massachusetts, Maine and federally recognized Tribes in the area.

CT DEEP Council on Climate Change Meeting

The Connecticut Department of Energy and Environmental Protection will convene the Governor’s Council on Climate Change to discuss action and progress to date and review the council’s objectives under Democratic Governor Ned Lamont’s Executive Order No. 3, which strengthened the state’s commitment to transition to a decarbonized economy and enhance climate resilience.

NY PSC Con Edison Rate Hearing

The New York State Public Service Commission will receive comments on changes proposed by Consolidated Edison Company of New York Inc. to its electric and gas delivery rates and practices. The proposal to be discussed includes a boost to the company’s annual electric delivery revenues by approximately $113.3 million in 2020, $370.3 million in 2021 and $326.4 million in 2022. It also recommends levelized increases of Con Edison’s annual gas delivery revenues by approximately $47.2 million in 2020, $176.3 million in 2021 and $170.4 million in 2022.

NJ DEP Regional Carbon Market Deadline

The New Jersey Department of Environmental Protection is scheduled to receive comments on its rules for officially rejoining the Regional Greenhouse Gas Initiative, the nation’s first mandatory cap-and-trade program to reduce greenhouse gas emissions. The department proposed to set an initial carbon dioxide cap for the state’s electricity generation sector at 18 million tons in 2020, when the state is scheduled to rejoin the market. Democratic Governor Phil Murphy signed an executive order in January 2018 directing the department and the public utilities board to begin the process of rejoining the nine-member compact. Murphy’s predecessor, Chris Christie, a Republican, withdrew New Jersey from the program in 2012, citing a lack of effectiveness and uncertainty over its future. READ MORE

MN PUC Three Waters 200 MW Wind Farm Hearing

The Minnesota Public Utilities Commission is scheduled to discuss an application by Scout Clean Energy LLC for a site permit to construct the 200 megawatt Three Waters wind farm. The project footprint would occupy about 48,000 acres in Jackson County, and is expected to come online in 2021. The output of the facility will be sold to Minnesota Municipal Power Agency through a 20-year power purchase agreement. Scout is a portfolio company of Quinbrook Infrastructure Partners, an investor in low carbon energy infrastructure. WS-19-576

CA PUC Residential Electric Rate Summit

The California Public Utilities Commission will hear from utilities about their transition plans and outreach efforts for residential time-of-use rates. In July 2015, the regulator issued D.15-07-001, which adopted several significant residential rate reform measures and established steps to transition California’s default residential rate structure from tiered, non-time-varying rates to time-of-use rates starting in 2019.

NV PUC RPS Target Implementation Workshop

The Nevada Public Utilities Commission will discuss draft rules from NV Energy Inc. to implement the state’s new renewable energy goals. The regulator opened a proceeding in June to implement legislation enacted in April that boosts the state’s renewable portfolio standard to 50 percent by 2030, and sets a goal for achieving 100 percent of the state’s electricity from carbon-free resources by 2050. The state also recently became the fourth western state to join the Western Public Utility Commissions’ Joint Action Framework on Climate Change, a cooperative effort to promote clean energy and reduce carbon emissions. 19-06010
