EIA Monthly Energy Report

The U.S. Energy Information Administration will issue its Monthly Energy Review, providing data on energy production, consumption, prices and trade. Renewable energy is projected to be the fastest growing generation source this year, but the effects of the COVID-19 pandemic and the resulting economic slowdown are likely to impact new capacity additions over the next few months, according to the agency’s short-term outlook released earlier this month. The agency now expects the U.S. to install 19.4 gigawatts of wind and 12.6 gigawatts of utility-scale solar capacity in 2020, down by 5 percent and 10 percent, respectively.

DOE Offshore Wind Energy Funding

MD PSC Delmarva Power & Light Rate Case

The Maryland Public Service Commission will hold a hearing on Delmarva Power & Light Company’s application for adjustments of retail electric rates and charges applicable to electric service. The Pepco Holdings LLC subsidiary asked for an annual revenue increase of more than $18.5 million, which would result in an increase of $5.10, or 3.6 percent, in monthly residential bills. 9630

NY PSC EV Infrastructure Deployment Proposal Comments

The New York Public Service Commission is due to receive comments on a whitepaper regarding electric vehicle supply equipment and infrastructure deployment. The report recommends a statewide Make-Ready Program to provide incentives for light-duty EV supply equipment and infrastructure. The initiative would improve charging station economics by covering up to 90 percent of the costs to “make-ready” a site for charging. The program, estimated to deliver over $2.6 billion in net benefits, would run through 2025, coinciding with the state’s goal of reaching 850,000 zero-emission vehicles by that year. 18-E-0138

VA SCC Dominion Energy TOU Rate Proposal Comments

The Virginia State Corporation Commission is scheduled to receive comments on Dominion Energy Inc.’s proposal to establish voluntary time-of-use, or TOU, rates for residential customers. Under the proposal, customers shifting from on-peak to off-peak periods achieve bill savings. Participants would be subject to time-varying energy charges based on the season and the time period of consumption that the company categorizes as on-peak, off-peak, and super off-peak. The proposed rate would be available to the company’s residential customers with smart meters, subject to an enrollment limit of 10,000 participants. PUR-2019-00214

VA SCC Dominion Energy IRP Deadline

The Virginia State Corporation Commission is due to receive Dominion Energy Inc.’s 2020 integrated resource plan, including an analysis of the costs and reliability impacts of the Virginia Clean Economy Act, which requires the company to source 100 percent of its electricity from carbon-free sources by 2045, and other relevant legislation. Last month, the commission granted Dominion’s request for relief from certain requirements that are no longer relevant to the current resource planning, including comprehensive analyses of new natural gas or nuclear power build-outs and the Clean Power Plan, an Obama-era power plant emissions rule that was replaced last year. MI PSC MI Power Grid Stakeholder Session

The Michigan Public Service Commission will discuss the role of demand response under “MI Power Grid,” a multi-year stakeholder initiative aimed to maximize the benefits of the shift to clean and distributed energy resources. The measure, unveiled in October 2019, seeks to engage utility customers and other stakeholders to help integrate new clean energy technologies and optimize grid investments for reliable, affordable electricity service. The initiative was spurred by transformational changes in the power sector, with about half of the state’s coal-fired generation expected to close by 2025, and more retirements planned thereafter. WA UTC Carbon and Electricity Markets Workshop

The Washington Utilities and Transportation Commission and the Department of Commerce will host the Markets Stakeholder Work Group’s first educational workshop. The virtual workshop will cover the basics of how energy markets and transmission function. The work group is tasked with examining electricity and carbon market issues related to the implementation of the Clean Energy Transformation Act, which requires the state’s electricity supply to be carbon-neutral by 2030 and carbon-free by 2045. The law directs the state’s electric utilities to phase out coal from their generation portfolio by 2025.
