Supreme Court Confirmation Hearing

Senators will vet President Donald Trump’s U.S. Supreme Court pick Brett Kavanaugh, a Republican, who has been tapped to fill the vacancy left by Associate Justice Anthony Kennedy, who wielded the swing vote in key legal cases. Environmental advocates oppose Kavanaugh’s appointment given his record at the D.C. Circuit of issuing rulings on power plant emission standards and greenhouse gas regulations that were more favorable to industry.

BLM California Fracking Comment Deadline

The U.S. Bureau of Land Management is taking public feedback on the potential impacts of fracking for oil and natural gas on over 1.5 million acres of public lands in California. No federal lands in the state have been leased to drillers since 2013, after a federal judge found that the agency had failed to consider environmental impacts.

FERC Grid Reliability Deadline

Utilities, generators and other market participants are due to file comments with the Federal Energy Regulatory Commission on grid reliability. The commission held a technical conference in July to study a number of challenges the grid faces, including the influx of distributed generation. (AD18-11)

NYSERDA Clean Energy Standard Solicitation

The New York State Energy Research and Development Authority is expected to make awards this month for up to 20 large-scale renewable energy project, supporting 1.5 million megawatt-hours of electricity per year. The solicitation is the second in a series of procurements under the state’s Clean Energy Standard, which sets a target to source half its electricity supplies from renewable generators by 2030.

RGGI Carbon Auction

The Regional Greenhouse Gas Initiative will hold its third auction this year for the sale of over 10 million carbon emission allowances. Last year’s average clearing price fell by about a quarter from the prior year to $3.42 per short ton amid a surplus of allowances. RGGI is the nation’s first mandatory cap-and-trade program for limiting greenhouse gases, and has raised $2.8 billion in sales of the permits since its inception in 2009. (Report)

CAISO Energy Storage Deadline

The California Independent System Operator Corp. is scheduled to receive comments on an initiative to allow energy storage that’s paid for transmission services to also be eligible to sell into the energy and ancillary services markets. The proposal was revised in June following feedback from stakeholders and now includes more details on contractual arrangement between the grid operator and the resource owner, new cost recovery mechanisms and market participation rules. The grid manager’s move to allow energy storage to sell into multiple markets is the latest in its ongoing efforts to remove regulatory barriers for the emerging technology.

Officials to provide preliminary projections for the 2018-2019 winter, including a discussion on performance trends, an outlook on the generation mix, and consideration of improvements to ensure reliability during extreme cold weather. After a searing hot summer that saw record power demand, the grid operator is now turning its attention to ensuring the system can withstand extreme cold.

MISO Energy Storage Deadline

The Midcontinent Independent System Operator Inc. is scheduled to receive comments on the eligibility of electric storage to function as a transmission asset, including rules for cost recovery and retirement. In February the Federal Energy Regulatory Commission directed grid operators to tear down barriers limiting the access of energy storage to wholesale power markets.
