BOEM 1.1 GW Ocean Wind Project Environmental Review

The Bureau of Ocean Energy Management is due to receive comments on its draft environmental impact statement for the proposed 1.1-gigawatt Ocean Wind 1 project offshore New Jersey. In 2019, the New Jersey Board of Public Utilities selected Denmark-based Orsted A/S to develop the project. Subsequently, in 2021, the board approved PSEG’s acquisition of a 25 percent equity interest in Ocean Wind. The draft analyzes the potential environmental impacts of the project as described in the proposed action and alternatives. Hearings and comments on the draft will provide input for the final environmental review, which will inform the federal agency’s decision.

EIA U.S. Energy Outlook

The U.S. Energy Information Administration will issue its Short-Term Energy Outlook report, providing a forecast of energy supply, demand, and prices. The U.S. emerged as the world’s top liquefied natural gas exporter during the first half of 2022, according to a July 25 report from the U.S. Energy Information Administration. U.S. liquefied natural gas exports averaged 11.2 billion cubic feet per day, up by 12 percent compared to the same period in 2021, according to a recent report from the agency. The increase is attributed to a number of reasons including enhanced LNG export capacity, higher global natural gas and LNG prices, and firm world demand.

DOE Hydropower Incentive Program

The U.S. Energy Department is due to receive input regarding issues related to the development of hydroelectric incentive programs. The department’s Grid Deployment Office will use the information to support the definition, program structure and expansion of future hydroelectric incentive programs. The aim of this meeting is solely a request for information from the various stakeholders and not a funding opportunity announcement.

DOE Power Plant Communities Economic Revitalization

The U.S. Energy Department’s National Energy Technology Laboratory is due to receive responses to its request for information to support the efforts of the Interagency Working Group on Coal and Power Plant Communities and Economic Revitalization. The group, established by a January 2021 executive order, is tasked with coordinating the identification and delivery of federal resources to revitalize the economics of oil, gas, coal and power plant communities. In an initial report, the group identified 25 priority geographies hard hit by declines in coal production and consumption and found that they are vulnerable to further economic distress as the remaining coal mines and coal power plants close.

DOE Strategic Petroleum Reserve Crude Oil Release

The U.S. Energy Department is due to award contracts in response to a notice of sale of up to 20 million barrels of crude oil from the Strategic Petroleum Reserve. The move follows President Biden’s announcement on March 31 authorizing the sale to address the significant market supply disruption caused by Russia’s war on Ukraine and aid in lowering energy costs. President Biden called for the release of one million barrels of petroleum from the strategic reserve per day over six months until the end of October 2022.

ME PUC Summit Natural Gas Rate Case

The Maine Public Utilities Commission will hold a conference on Summit Natural Gas of Maine Inc.’s proposal to increase its gas delivery revenues. The company has proposed a seven-year rate plan for the 2023-2030 period with a return on equity of 11.10 percent. The proposal would result in additional revenues of $2.8 million, after which the company seeks authorization to increase rates on an annual basis, subject to a cap. Summit currently operates under an alternative rate plan that expires on Dec. 31, 2022. 2022-00025

OH PUCO Duke Energy Ohio Rate Case

The Ohio Public Utilities Commission will consider Duke Energy Ohio Inc.’s application for adjustments of retail rates and charges applicable to its electric service. The company seeks an annual revenue increase of nearly $54.7 million, or 10 percent. The commission staff reviewed the application and company records and recommended an increase of $1.8 million to $15.2 million, or 0.33 to 2.72 percent, respectively. 21-0889-EL-AAM

ME PUC Performance Incentive Mechanisms

The Maine Public Utilities Commission is due to receive input regarding certain issues that have surfaced related to the discovery responses of the Avangrid Inc., Avangrid Networks, and Central Maine Power Company to questions on decision-making criteria. The commission pointed to the lack of detail in the responses, which were more focused on decision making processes. The commission is examining how Central Maine Power and its customers are affected by decisions made at the company’s corporate parent level about earnings, capital budgeting, and planning. The commission is investigating how earnings considerations drive decision-making, the potential negative consequences for ratepayers, and how to better align incentives through regulatory oversight. 2022-00038

CT PURA Performance-Based Regulation

The Connecticut Public Utilities Regulatory Authority is due to receive comments on whether existing regulatory mechanisms are effective in achieving the required public outcomes for performance-based regulation, or PBR. The authority initiated a docket in May 2021 to investigate, develop, and adopt a framework for executing PBR for the electric distribution companies. To aid participants in conducting dialogue, the agency will provide a Regulatory Assessment Template as a tool for evaluating the existing regulatory mechanisms and programs with respect to the priority outcomes detailed in a recent concept paper issued by its staff. The agency has requested participants to identify up to five top priority outcomes from the revised regulatory goals-outcomes table included in the paper. 21-05-15

CO PUC Clean Heat Plan

The Colorado Public Utilities Commission will hold a meeting to discuss the contents and evaluation of gas distribution utilities’ clean heat plans. Legislation enacted in 2021 directed the commission to create rules requiring utilities to file clean heat plans and reduce carbon emissions resulting from distributing gas to customers. Gas distribution utility companies are now required to submit clean heat plans beginning in 2023 demonstrating how they will achieve the goals of four percent emissions reductions in 2025 and 22 percent by 2030, based on a 2015 baseline. The discussion will incorporate community-specific energy concerns. The commission recently held six public meetings to discuss the topic in disproportionately impacted communities. 21R-0449G

CA EC Equity and Environmental Justice

The California Energy Commission is due to receive comments on developing a framework to incorporate equity and environmental justice into its efforts following a workshop held last month. The commission seeks input on revisiting the “Energy Equity Indicators” that was designed to track progress and help identify communities where investments and resources should be focused. The tool, developed in 2018, aims to improve access to clean energy technologies for low-income customers and disadvantaged communities, increase clean energy investment in those communities, and improve community resilience to grid outages and extreme events. 22-IEPR-04

The California Public Utilities Commission will hold a prehearing conference regarding the application of Southern California Edison Company for authorization to recover 2021 incremental costs related to wildfire mitigation and vegetation management. CA EC Vehicle-Grid Integration

The California Energy Commission is due to receive comments on the current status of vehicle-grid integration, or VGI, in the state and introduce a number of funding solicitation ideas intended to help enhance and plan for widespread VGI. The commission describes VGI as a suite of technologies, policies, and strategies designed to modify the time, power level, or location of charging or discharging of electric vehicles in a manner that benefits the grid.
