BOEM Alaska Minerals Lease Sale

The Bureau of Ocean Energy Management seeks comments to inform a potential lease sale for minerals on the Outer Continental Shelf off the coast of Alaska. The bureau issued a request for information and interest to evaluate the potential for seabed minerals in federal waters off Alaska and to gather input on potential lease areas, uses and conflicts, and factors that could inform its planning. If a sale is held, it would be the first minerals lease sale offshore Alaska.

BLM Utah Oil and Gas Lease Sale

The Bureau of Land Management seeks public input on plans to include 57 oil and gas parcels totaling 68,632 acres in Utah in a lease sale scheduled for March 31, 2026. Following completion of scoping on these parcels in October 2025, the bureau is now seeking comments on the parcels and related environmental analysis to help complete its review of each parcel. BLM reviews drilling permit applications, conducts an environmental analysis, and coordinates with state partners and stakeholders. Parcels offered in a federal oil and gas lease sale include appropriate stipulations to protect important natural resources.

FERC Natural Gas Pipeline Projects in the Southeast

The Federal Energy Regulatory Commission will hold public comment sessions on a draft environmental impact statement for the Mississippi Crossing Project (MSX), proposed by Tennessee Gas Pipeline Company LLC, and the South System Expansion 4 Project (SSE4), proposed by Southern Natural Gas Company LLC and Elba Express Company LLC. The MSX project includes approximately 208 miles of natural gas pipeline and lateral facilities in Mississippi and Alabama, and related infrastructure. The project is designed to provide 2.1 billion cubic feet per day of incremental firm transportation capacity to meet the growing demand for supply from multiple, diverse, and liquid supply basins to markets in the Southeast. The SSE4 project includes 22 new gas pipeline loops totaling approximately 291 miles, primarily along the company’s existing South Main Line in Mississippi, Alabama, and Georgia. The project is designed to provide 1.323 billion cubic feet per day of incremental firm transportation capacity to meet the increasing market demand of residential, commercial, and industrial customers and new electric generation fueled by natural gas in the Southeast. BOEM Alaska’s Cook Inlet Lease Sale

The Bureau of Ocean Energy Management will hold the first of six lease sales in Alaska’s Cook Inlet required by the One Big Beautiful Bill Act enacted in July 2025. The bureau will offer approximately 1.05 million acres off Alaska’s southcentral coast in this sale, also referred to as BBC1. Lease terms include a 10-year primary term, a minimum bonus bid of $25 per hectare, and a 12.5 percent royalty rate. The law requires at least six offshore lease sales in the Cook Inlet region through 2032. In December, the bureau completed Lease Sale BBG1, the first of 30 Gulf of America lease sales required under the act.

MD PSC Transmission-Connected Energy Storage

The Maryland Public Service Commission seeks applications for the first round of an energy storage solicitation under the 2025 Next Generation Energy Act to procure 800 megawatts of capacity. The law requires the commission to issue at least two solicitations for a cumulative 1,600 megawatts of front-of-the-meter, transmission-connected energy storage, with each device having a minimum four-hour duration. The second solicitation must be issued by Jan. 1, 2027. Electricity suppliers will be responsible for purchasing storage capacity credits at a monthly fixed price schedule proportional to their capacity obligations.

DC PSC Energy Affordability Investigation

The District of Columbia Public Service Commission seeks reply comments on the scope, issues, and proposed timeline for its newly opened investigative proceeding examining strategies to mitigate rising energy costs for residents and businesses. The commission opened the investigation in response to a petition from the Office of the People’s Counsel. The proceeding aims to assess and enhance energy affordability measures to protect ratepayers. FC1186

UT PSC Enbridge Gas Resource Plan

The Utah Public Service Commission will hold a technical conference to discuss the development and results of Enbridge Gas Utah’s 2026 integrated resource plan, or IRP, and to allow parties and the commission an opportunity to ask questions. The conference will include a review of IRP standards and guidelines, the commission’s 2025 order regarding the IRP, transportation and storage planning, gas supply hedging, and supply sourcing. Enbridge intends to submit an IRP in early June for the plan year of June 1, 2026 through May 31, 2027. An additional conference will be held on April 7. 26-057-02

WA ECY 13th Auction of Greenhouse Gas Allowances

The Washington Department of Ecology will hold its 13th quarterly carbon auction, which will offer current vintage allowances. The current auction will offer 2023, 2024, 2025, and 2026 vintage allowances totaling about 5.3 million. No future vintage allowances will be offered. A summary report is expected to be released on March 11. The previous quarterly auction held in December sold out, with current allowances clearing at $70.86 per allowance, and future allowances clearing at $29.40 per allowance. READ MORE

CA EC Demand Side Grid Support Program

The California Energy Commission seeks comments on guidelines for its 2026 Demand Side Grid Support, or DSGS, program. The program offers incentives to electric customers who provide load reduction and backup generation to support the grid during extreme events, with payments for committed capacity and for per-unit reductions in net load. The fourth edition of the program guidelines adopted in April 2025 includes a newly added incentive option that offers capacity-based compensation for load reduction capacity committed by dispatchable virtual power plants. The commission recently held a workshop where staff presented a summary of lessons learned from the implementation of the DSGS program in order to receive input on potential modifications to the program guidelines. 22-RENEW-01
