DOE Critical Mineral Expansion

The U.S. Energy Department seeks applications for two funding opportunities totaling $355 million to expand domestic production of critical materials for advancing energy production, manufacturing, transportation, and national defense. The first offering under the Mines and Metals Capacity Expansion initiative provides up to $275 million for pilot projects that extract minerals from coal-based resources and industrial waste streams. The second provides up to $80 million for the Mine of the Future – Proving Ground Initiative for real-world testing of next-generation mining technologies. In August, DOE announced plans to invest $1 billion to advance and scale mining, processing, and manufacturing technologies in response to President Trump’s executive orders. READ MORE

BLM Geothermal Lease Sale

The Bureau of Land Management will hold a competitive geothermal lease sale in Idaho. The sale will offer 18 parcels totaling about 11,940 acres in Cassia County, nearly 7,655 acres in Blaine and Camas counties, and about 51,048 acres in Owyhee County. The U.S. Treasury will receive 25 percent of the bid, rental receipts, and subsequent royalties for each leased parcel, while 25 percent will go to the county in which the lease is located, and 50 percent will go to the state. Geothermal was the first renewable resource approved for production on public lands, with the first project approved in 1978. The agency issues leases for a 10-year period.

BLM Oil and Gas Lease Sale

The Bureau of Land Management seeks public input on plans to include 75 oil and gas parcels totaling about 33,850 acres in a May 2026 lease sale in New Mexico and Texas. The bureau reviews drilling permit applications, conducts an environmental analysis, and coordinates with state partners and stakeholders. Parcels that are offered in a federal oil and gas lease sale include appropriate stipulations to protect important natural resources.

NY PSC Indian Point Nuclear Plant Decommissioning

The New York Public Service Commission seeks public comments regarding the decommissioning of the Indian Point Energy Center following a meeting of the plant’s Decommissioning Oversight Board on Dec. 11. The commission established the board to provide guidance and support for communities affected by the three-unit nuclear power plant ceasing operations. The board serves as a forum for information sharing between involved agencies, identifying issues for relevant oversight agencies to address, and helping inform the public about decommissioning and spent fuel management. Indian Point, which had a capacity of 1,040 megawatts, shut down its last nuclear reactor in 2021, marking the end of 59 years of continuous power generation.

PA PUC PPL Electric Rate Case

The Pennsylvania Public Utilities Commission will hold a public input hearing on PPL Electric Utilities Corporation’s application for adjustments of retail rates and charges applicable to its electric service. The change proposed by the company would produce an overall annual revenue increase of $356.3 million or 33.4 percent. This represents a hike of seven percent, effective Dec. 1, 2025, for a residential customer using 918 kilowatt hours per month. R-2025-3057164

PA DEP Driving PA Forward Initiative

The Pennsylvania Department of Environmental Protection is due to receive applications for a $23 million funding opportunity for projects that will replace or retrofit fleet diesel-powered highway and nonroad vehicles, engines, and equipment. The funding is offered through the Federal Fiscal Year 2023-2024 Pennsylvania Freight Innovations in Transportation Grant Program, supported in part by the U.S. Environmental Protection Agency and the 2010 Federal Diesel Emission Reduction Act, or DERA. Approximately $21.6 million of the funding is from a settlement with Volkswagen Group of America over diesel vehicle emission violations and serves as the state’s voluntary match funding under the DERA state grant program. The application deadline has been extended from the original due date of Nov. 14.

VT PUC Energy Efficiency Utility Triennial Plans

The Vermont Public Utility Commission seeks comments on 2026 updates to the triennial plans of the state’s energy efficiency utilities, or EEUs, for the 2024-2026 performance period. The commission has appointed Efficiency Vermont, the City of Burlington Electric Department, and Vermont Gas Systems Inc. to serve as EEUs. A triennial plan is a component of an EEU’s Demand Resources Plan and is submitted before the start of each three-year performance period based on the budgets and savings goals established for the period. The EEUs file annual updates to their triennial plans in years two and three of the performance period. The updates are based on the electric, natural gas, and thermal-energy-and-process-fuels budgets and savings goals determined by the commission for the 2024-2026 period. 25-2718-INV

UT PSC Community Clean Energy Program

The Utah Public Service Commission will conduct a hearing on an application filed by Rocky Mountain Power, a division of PacifiCorp, seeking authorization to implement a community clean energy program. The 2019 Community Renewable Energy Act enables the creation of the program, which is to be designed in coordination with participating communities so that the utility’s customers within the communities receive electric service from non-emitting resources acquired by the program. The company has also requested approval of a proposed solicitation process for acquiring clean energy resources to support the program. 25-035-06

CA PUC Neighborhood Decarbonization Zones

The California Public Utilities Commission will consider a proposed decision regarding the designation of initial priority neighborhood decarbonization zones – geographic areas in which the commission may authorize pilot projects through a voluntary program to facilitate cost-effective decarbonization. Gas corporations would be required to include designated decarbonization zones on maps they submit to the commission annually. The move is in response to Senate Bill 1221, enacted in 2024, directing the commission to designate such zones to help transition customers in those areas from natural gas service to cost-effective, zero-emission alternatives. Utilities have submitted maps of their natural gas distribution systems, planned pipeline replacements, and recommended decarbonization zones to advance this effort. READ MORE

WA UTC Biennial Gas Conservation Plans

The Washington Utilities and Transportation Commission seeks comments on the 2026-2027 electric conservation plans filed by Avista Utilities, PacifiCorp, and Puget Sound Energy, and their achievable electric conservation potential for the ten-year period from 2026-2035. The commission also seeks feedback on biennial gas conservation plans filed by Avista Utilities, Cascade Natural Gas Corporation, Northwest Natural Gas Company, and Puget Sound Energy for the 2026-2027 period. The plans will be discussed at an open meeting on Jan. 14, 2026. UG-250835

CA EC Offshore Wind Planning

The California Energy Commission seeks written comments to inform the development of a seaport readiness plan for offshore wind development pursuant to Assembly Bill 3 enacted in 2023. The law directed the commission to prepare two reports on seaport readiness, as well as supply chain and workforce feasibility of achieving specified in-state assembly and manufacturing targets. The commission recently held workshops, which focused on the first report – the second phase plan for seaport readiness – due by Dec. 31, 2026. The second report is a feasibility study of achieving 50 percent and 65 percent in-state assembly and manufacturing of offshore wind energy projects, due by Dec. 31, 2027. 25-AB-03
