DOE Advanced Reactors Testing

The U.S. Energy Department is due to receive applications for a pilot program aimed at expediting the testing of advanced nuclear reactor designs outside of the national laboratories. The program builds on current efforts to demonstrate advanced reactors on DOE sites through microreactor testbeds and other projects led by the Department of Defense and private industry. The pilot represents an important step towards ensuring at least three reactors achieve criticality by July 4, 2026. The initiative supports President Trump’s goal of increasing U.S. nuclear capacity from 100 gigawatts to 400 gigawatts by 2050.

BLM Oil and Gas Leasing Review

The Bureau of Land Management seeks comments to prepare a supplemental environmental impact statement and a potential resource management plan for oil and gas leasing and development in the Bakersfield Field Office planning area in California. The area encompasses approximately 400,000 acres of public land and an additional 450,000 acres of federal mineral estate. Lands withdrawn from mineral entry by law, including national monuments and designated wilderness areas, would remain unavailable for leasing and development.

DOE 2026 Energy Critical Materials Assessment

The U.S. Energy Department invites public input to inform its 2026 Energy Critical Materials Assessment. The department has issued a request for information to explore a series of topics such as supply chain information, market dynamics, challenges to domestic industry, and energy technologies of interest. The agency seeks to identify focus areas where scientific innovation and technology breakthroughs are needed to ensure U.S. energy security and reliability.

PA DEP Methane Emissions Plan

The Pennsylvania Department of Environmental Protection will hold a public hearing to discuss a proposed state plan concerning guidelines for greenhouse gas emissions from existing crude oil and natural gas facilities. The proposal follows a 2024 rule issued by the U.S. Environmental Protection Agency, which established presumptive performance standards to limit methane emissions from designated facilities in the crude oil and natural gas source categories that were in operation on or before Dec. 6, 2022. Under the Clean Air Act, states are required to submit plans to the agency to establish, implement, and enforce performance standards for existing sources of designated pollutants for which emission guidelines have been issued. Comments are due by July 30.

MD PSC EmPOWER Maryland Program

The Maryland Public Service Commission will hold a meeting to discuss improvements for the 2027-2029 cycle of EmPOWER Maryland, the state’s energy efficiency program. The meeting will convene the Future Programming Work Group to discuss the program’s demand response goals for the upcoming cycle. The commission established the work group in 2020 to ensure that upcoming program cycles are well-informed and fully developed. A December 2024 order on the group’s recommendations noted that several suggestions were of value but were not fully developed or are better suited for the program’s next cycle, and directed commission staff to reconvene the work group. Commission staff has recommended that the work group take on the assignment of potentially establishing a demand response goal as well as developing GHG reduction goals. 9705

NC UC 1.4 GW Natural Gas Facility

The North Carolina Utilities Commission will hold a hearing on a proposal to construct and operate an approximately 1,360-megawatt advanced-class combined cycle gas turbine facility in Roxboro, Person County. The project, proposed by Duke Energy Progress LLC and the North Carolina Electric Membership Corporation (NCEMC), would be built at the site of the existing Roxboro Steam Plant electric generating facility. The proposal is consistent with the commission’s November 2024 order directing Duke Energy to develop and procure 2,720 megawatts of additional combined cycle generation to achieve commercial operation by 2031. The project supports the state’s goal of reducing emissions 70 percent below 2005 levels by 2030 and achieving carbon neutrality by 2050. Duke Energy would own approximately 1,135 megawatts of the facility’s capacity while NCEMC would own the remainder. EC-67 Sub 57

NY PSC Con Edison Rate Case

The New York State Public Service Commission will conduct public statement hearings on Consolidated Edison Company of New York’s proposed increases to electric and natural gas delivery rates. Con Edison proposed revisions to its tariff schedules on Jan. 31, 2025, seeking to raise annual electric delivery revenues by approximately $1.6 billion and gas delivery revenues by $349 million for the 12-month period ending Dec. 31, 2026. The proposal reflects an 11.3 percent increase in total electric revenues (17.9 percent in base delivery revenues) and a 10.5 percent increase in total gas revenues (14.9 percent in base delivery revenues). Actual bill impacts would vary based on revenue allocation and rate design. 25-E-0072

ME PUC Clean Energy Development on Contaminated Lands

The Maine Public Utilities Commission seeks proposals for the sale of energy or renewable energy credits, or RECs, from eligible Class IA renewable resources to support the economic reuse of contaminated land. The commission aims to procure up to 1,573,026 megawatt-hours through this solicitation. To qualify, projects must be RPS Class IA resources that began commercial operation on or after Sept. 19, 2023, and must have either an executed interconnection agreement or a system impact study in progress, if required by the applicable regional grid operator or administrator. Preference will be given to projects located on PFAS-contaminated agricultural land, with at least 90 percent of the project footprint sited on such land.

CARB Zero Emission Vehicle Adoption

The California Air Resources Board, along with other state agencies, will conduct a series of public sessions to gather input on accelerating zero emission vehicle adoption across the state. The session will engage stakeholders on strategies related to infrastructure development, incentive design, partnerships, and emissions reductions. The initiative follows a June 2025 executive order issued by Governor Gavin Newsom in response to federal actions threatening California’s Clean Air Act waivers. The order directed CARB, the California Energy Commission, and other agencies to develop and submit policy recommendations to expand light-, medium-, and heavy-duty ZEV adoption statewide. Additional sessions will be held on July 23 and 31.

MN PUC 180 MW Lemon Hill Solar Project

The Minnesota Public Utilities Commission is due to receive comments on Lemon Hill Solar LLC’s application for a site permit to construct an up to 180-megawatt alternating current solar energy generating facility in Olmstead County, Minnesota. The project footprint would span approximately 1,945 acres of agricultural land, with an approximate area used of 966 acres for the operation. The facility would connect to the grid through an overhead 161 kilovolt gen-tie line to Dairyland’s substation. GS-25-126
