BLM Snowy River Carbon Sequestration Project

The Bureau of Land Management is due to receive comments on Denbury Carbon Solutions LLC’s proposal to construct and operate the Snowy River CO2 Sequestration project, a sub-surface pore space in Carter county, Montana. The company has applied for a right-of-way grant to provide land and access for the project to permanently store carbon in up to 100,600 acres. The company also proposes to use 15 well pads to operate underground injection control Class VI wells that would inject carbon dioxide from an existing pipeline to an enhanced oil recovery unit development in Fallon County, Montana. The project follows a BLM policy update issued in June 2022 authorizing rights-of-way for the geologic sequestration of carbon dioxide on public lands.

DOE Energy Efficiency Program

The U.S. Energy Department is due to receive applications for a $10 million funding opportunity under the Career Skills Training program, which aims to expand energy efficiency workforce training programs. The program, launched through the 2021 Infrastructure Investment and Jobs Act, will provide grants to nonprofit partnerships between public or private industry and labor organizations, in order to deliver programs that provide both energy efficiency classroom instruction and on-the-job training. Applicants must submit a plan detailing how their proposal will support local community and labor, invest in the workforce, advance diversity, equity, and inclusion, and aid economic and environmental justice initiatives.

TVA Transmission System Improvements

The Tennessee Valley Authority seeks public input on a $115 million project proposed to provide transmission upgrades to support growing load and increase power reliability in the west Tennessee area served by Chickasaw Electric Cooperative and Southwest Tennessee Electric Membership Corporation. The seven-state power agency has planned to build 3,800 megawatts of new generation by 2028 and invest $2.8 billion in transmission system improvements across its service area through 2027 to ensure that the grid continues to provide reliable, affordable, resilient, and carbon-free energy. BLM Oil and Gas Lease Sale

The Bureau of Land Management will hold an oil and gas lease sale for 47 parcels totaling about 46,250.57 acres in Wyoming. The sale will include updated fiscal provisions authorized by the 2022 Inflation Reduction Act, including a royalty rate of 16.67 percent.

DOE Carbon Dioxide Removal Purchase Pilot Prize

The U.S. Energy Department is due to receive applications for Phase I of its Carbon Dioxide Removal, or CDR, Purchase Pilot Prize that will offer up to $35 million in cash awards to teams that provide impactful CDR concept proposals that can be developed and refined to ultimately deliver their specified CDR credits. This is the first initiative by the federal government to directly purchase CDR from domestic providers. Teams will win increasingly larger awards as they make progress over the course of three phases. Each phase requires compounding progress in the CDR purchase agreement and delivery process. NYSERDA Zero-Emission School Buses Incentive Program

The New York State Energy Research and Development Authority will start accepting applications for the New York School Bus Incentive Program, or NYSBIP, a point-of-sale incentive program intended to accelerate the deployment of zero-emission school buses in the medium- and heavy-duty vehicle weight classes in the state. NYSERDA has released program rules to guide the allotment of $500 million for zero-emission school buses and infrastructure from the 2022 Clean Air, Clean Water and Green Jobs Environmental Bond Act. An initial total of $100 million will be available to fund the acquisition of new buses and charging infrastructure costs. The state requires all school bus purchases to be zero emissions by 2027, with the entire fleet transitioned to zero emissions by 2035.

OH PUCO Stark 150 MW Solar Project

The Ohio Public Utilities Commission will hold a public informational meeting on Stark Solar Project LLC’s application to build an up to 150-megawatt solar project. The company proposes to construct an alternating current generation facility that includes a co-located battery energy storage system. The project is expected to occupy approximately 816 acres in Stark County, Ohio. 23-0931-EL-BGN

NYSERDA Community Distributed Generation Program

The New York State Energy Research and Development Authority is due to receive proposals for community distributed generation projects to participate in the Expanded Solar for All, or E-SFA, program jointly run by the authority and National Grid. The initiative aims to provide community solar and associated bill savings to customers participating in National Grid’s Energy Affordability Program. The first phase of the solicitation procured 120.5 megawatts of projects to participate in the E-SFA program. This solicitation will competitively select up to 179.5 megawatts of projects, targeting a bill saving rate of $5 per month for each participating customer.

CA EC Clean Transportation Program

The California Energy Commission is due to receive comments on proposed funding allocations outlined in a revised draft report version of the 2023-2024 Investment Plan Update for the Clean Transportation Program. The commission has an annual budget of approximately $100 million for the program and provides financial and technical support for a range of projects. These include projects that reduce greenhouse gases as well as criteria and toxic air pollutants from the transportation sector and support electric vehicle charging and hydrogen fueling infrastructure. 23-ALT-01

CO PUC Transmission Planning Rules

The Colorado Public Utilities Commission is due to receive initial comments from stakeholders and other interested participants on potential changes to electric utility rules related to the development, construction, and cost recovery of transmission infrastructure. The commission seeks responses to a series of questions about issues that should be examined in the proceeding, as well as a discussion of additional information that may be useful in the course of a future rulemaking proceeding. The commission directed its staff to work with stakeholders and other interested participants to elicit and compile responses to these questions as well as questions that would be raised later by staff during the course of the proceeding. CA EC Integrated Energy Policy Report

The California Energy Commission is due to receive comments on its draft 2023 Integrated Energy Policy Report, or IEPR, a biennial report containing an assessment of major energy trends and issues and energy policy recommendations. The draft 2023 IEPR identifies barriers and solutions to accelerate the grid connection of clean energy technologies, a new electricity and gas demand forecast with the latest demographic and economic data, and potential growth of hydrogen. The report will also include updates such as implementation of energy efficiency measures and estimation of benefits from the transition to clean transportation systems.
