TVA Jugfork 200MW Solar Project

The Tennessee Valley Authority is due to receive comments on the preparation of an environmental impact statement for Competitive Power Ventures’s proposed 200-megawatt solar project in Lee and Union Counties, Mississippi. The project includes a 20-megawatt battery energy storage system and is expected to occupy nearly 1,000 acres of the approximately 1,700-acre project study area. The agency has entered into a power purchase agreement with the company for electricity generated by the proposed project.

DOE Solar Energy Supply Chain Incubator

The U.S. Energy Department is due to receive applications in response to its fiscal year 2024 Solar Energy Supply Chain Incubator funding opportunity, which will provide $50.5 million for research, development, and demonstration projects that de-risk solar hardware, manufacturing processes, and software products across a wide range of solar technology areas. The department seeks projects that provide outreach, education, or technology development for software that delivers an automated permit review and approval process for rooftop solar PV systems. The initiative aims to increase U.S. domestic manufacturing across the solar energy supply chain and expand private investment in the country’s solar manufacturing sector. READ MORE

BLM Geothermal Lease Sale

The Bureau of Land Management will hold a competitive geothermal lease sale offering 66 parcels totaling about 219,250 acres across Nevada. The Energy Act of 2020 directed the U.S. Interior Department to permit 25 gigawatts of solar, wind, and geothermal production on public lands by 2025. Geothermal was the first renewable resource approved for production on public lands, with the first project approved in 1978. The agency issues leases for a 10-year period. Renewable energy deployment on public lands supports the nation’s goal of attaining a carbon-free power sector by 2035.

DOE Wave Energy Development

The U.S. Energy Department will host an informational webinar to discuss a $112.5 million funding opportunity to advance the commercial viability of wave energy technologies, its largest investment in marine energy. The five-year funding program will cover research and development activities, such as the design, manufacture, and testing of wave energy converters. This investment will advance promising wave energy technologies, lower financial risks for developers, and incentivize investors. The initiative aims to support technologies at smaller scales as they progress toward utility scale, while increasing learning for installation and maintenance. Concept papers are due by Oct. 25 and applications by Jan. 30.

DOE Weatherization Assistance Program

The U.S. Energy Department is due to receive applications for a $36 million funding opportunity to support weatherization demonstration projects to expedite the nation’s shift to clean energy and lower heating and cooling costs. The initiative aims to expand the impact of current residential weatherization programs by utilizing leveraged resources and stronger community partnerships to perform deep energy retrofits in low-income homes and support local involvement in the energy workforce. Leveraged resources may include federal,non-DOE funding, or non-federal funding, financial contributions, in-kind donations, volunteer labor, and other resources offered by partner organizations.

NY PSC Interconnection Requirements

The New York Public Service Commission seeks comments on a petition by the New York Solar Energy Industries Association requesting modifications to the standardized interconnection requirements. The changes would allow the use of alternative forms of financial security for distribution upgrades for new distributed generators and/or energy storage systems 5 megawatts or less connected in parallel with utility distribution systems. NC UC Dominion Energy Rate Case

The North Carolina Utilities Commission will hold a hearing on Dominion Energy North Carolina’s application for adjustments of retail rates and charges applicable to electric services. The company seeks an overall increase in revenues of $56.6 million, or approximately 14.42 percent, with a return on equity of 10.60 percent, effective May 1, 2024. The company intends to seek implementation of its proposed rate on a temporary basis subject to refund in November, and requests that new permanent base rates take effect on Feb. 1, 2025.

NY PSC Gas Service Extension Rule Changes

The New York Public Service Commission seeks reply comments on a proposal that identifies changes to gas service extension rules to better align applicants’ access to service extensions with efforts to achieve emissions reduction targets. In its order adopting a gas system planning process, the commission recognized that issues raised regarding extension of gas service to new natural gas customers may require modifications to Title 16 of the New York Code of Rules and Regulations Part 230 that sets forth the rights, requirements, and responsibilities of utilities and applicants for gas service. The commission is exploring ways to balance the need to reduce new gas service extensions in furtherance of the goals set by the 2019 Climate Leadership and Community Protection Act. 20-G-0131

WA UTC Puget Sound Risk Sharing Mechanism

The Washington Utilities and Transportation Commission will hold a public hearing to discuss Puget Sound Energy’s proposed risk-sharing mechanism for costs incurred to comply with the cap-and-invest program established by the 2021 Climate Commitment Act. The company said that its proposal would provide a mechanism for sharing financial risks associated with acquiring compliance instruments – allowances or offsets – for natural gas under the act. The mechanism would reduce the amount of compliance costs customers pay if costs exceed certain thresholds benchmarked by the auction price in any given year, and require the company to pay the amount of compliance costs so reduced.
