BOEM OCS Mineral Leasing

The Bureau of Ocean Energy Management seeks comments, information, and indications of interest for a potential lease sale for minerals on the Outer Continental Shelf offshore the Commonwealth of the Northern Mariana Islands. The bureau encourages input from territorial and local governments, Indigenous communities, industry, ocean users, and the public. The action follows BOEM’s completion of area identification offshore American Samoa as part of its offshore critical minerals planning. The bureau issued a request for information in response to President Trump’s executive orders aimed at supporting and facilitating domestic production of critical minerals.

DOE Partnerships for Transformational AI Models

The U.S. Energy Department invites public input in response to its request for information regarding Partnerships for Transformational Artificial Intelligence Models. The RFI seeks feedback from industry, think tanks, investors, research organizations, and other stakeholders on how best to structure and enable partnerships to curate DOE scientific data across the National Laboratory complex for use in AI models. The department also seeks input on using the data to develop self-improving AI models for science and engineering to advance scientific discovery, energy, and national security. In November, President Trump issued an executive order to establish the Genesis Mission aimed to transform science and innovation through the power of AI, mobilizing DOE’s 17 national laboratories, industry partners, and universities to build an integrated discovery platform. BLM Oil and Gas Lease Sale

The Bureau of Land Management seeks public comments on 39 oil and gas parcels totaling about 54,114 acres that it plans to include in the June 2026 lease sale in Utah. The bureau reviews drilling permit applications, conducts an environmental analysis, and coordinates with state partners and stakeholders. Parcels that are offered in a federal oil and gas lease sale include appropriate stipulations to protect important natural resources.

DC PSC PJM Capacity Auction Task Force

The District of Columbia Public Service Commission will hold a meeting of the PJM Capacity Auction Task Force established in December 2024 in response to the Office of the People’s Counsel’s petition seeking an investigation into the consequences of the auction for the 2025/2026 delivery year, which resulted in record-high prices. The office requested a study of the immediate and long-term financial impact of that capacity auction, a robust education and outreach plan to assist consumers in understanding and preparing for the new charges, and changes Pepco will make to its business strategy in light of the auction. The commission directed the task force to submit a two-part recommendation report. The first part, submitted in July, addressed the financial impacts of the auction and outlined an education and outreach plan. The previous meeting, held in December, focused on part two of the report aimed to identify local improvements to address PJM capacity auction impacts. FC1183

ME PUC Time-of-Use Rate Design

The Maine Public Utilities Commission will hold a conference to discuss the status of an investigation opened in June to determine whether investor-owned transmission and distribution utilities should implement time-of-use, or TOU, rates for both delivery and standard offer service for residential and small business customers. In early 2025, commission staff filed a report prepared by its consultant, Exeter Associates, outlining recommendations for the commission’s consideration. To support this effort, commission staff prepared three illustrative straw proposals that present diverse approaches to potential TOU rate designs. The commission intends to use an iterative process to refine two or three proposals and a set of assumptions that would then be used to estimate costs, benefits, and implementation timelines in a future cost-benefit analysis. 2025-00176

CT PURA State of Electric Competition

The Connecticut Public Utilities Regulatory Authority’s Office of Education, Outreach and Enforcement is due to submit a report regarding the licensing and oversight of electric suppliers in 2025. The authority is required to monitor the state of competition in the electric market on an ongoing basis and report its findings annually to the joint standing committee of the General Assembly having cognizance of matters relating to energy. Additionally, the authority is required to report the number of applicants for licensure during the preceding twelve months, the number of applicants licensed, and the average period of time taken to process a license application. 25-11-01

IA UC Electric Transmission Rules

The Iowa Utilities Commission will hold a technical conference on proposed rules governing the electric transmission franchise process and the Iowa electric safety code to establish new requirements and safety standards for projects. The move follows the Midcontinent Independent System Operator Inc.’s 2024 approval of long-range transmission planning projects including 765 kV electric transmission lines intended to serve as the backbone to the projects and better address anticipated generation and electricity demand. The commission opened a rulemaking docket in November in light of the anticipated 765 kV lines, which represent a larger scale of transmission than what is currently operating in the state and may pose greater impacts surrounding electric field strength, noise, and land use. WA UTC Biennial Conservation Plans

The Washington Utilities and Transportation Commission will consider the 2026-2027 electric conservation plans filed by Avista Corporation, PacifiCorp, and Puget Sound Energy, and their achievable electric conservation potential for the 10-year period from 2026-2035. The commission also seeks feedback on biennial gas conservation plans filed by Avista Corporation, Cascade Natural Gas Corporation, Northwest Natural Gas Company, and Puget Sound Energy for the 2026-2027 period. AZ DOT EV Charging Network Plan

The Arizona Department of Transportation seeks proposals for Phase Two of its EV charging plan, which involves the construction and operation of 34 new rapid-charging stations across the state. The second phase adds 31 eligible sites for rapid-charging stations, as well as three locations along interstates from the first phase that were not previously awarded. Overall, the charging network is part of $76.5 million in federal funding under the National Electric Vehicle Infrastructure Formula Program, established under the 2021 Infrastructure Investment and Jobs Act, and could support up to 74 stations statewide.
