BOEM Maryland Offshore Wind Project

The Bureau of Ocean Energy Management will hold a public hearing on a draft environmental impact statement for US Wind Inc.’s proposed Maryland Offshore Wind Project, which could generate up to 2.2 gigawatts of renewable energy. The project includes MarWin and Momentum Wind for which Maryland awarded offshore renewable energy credits in 2017 and 2021, respectively. Marwin is a proposed 300-megawatt wind farm and Momentum Wind consists of about 808 megawatts. In April, Maryland enacted legislation raising the state’s offshore wind generation target to 8.5 gigawatts by 2031. READ MORE

USDA Community Wildfire Defense Grant

The U.S. Department of Agriculture’s Forest Service is due to receive applications for the second round of funding under the Community Wildfire Defense Grant program, established by the 2021 Infrastructure Investment and Jobs Act. The competitive program is designed to assist at-risk communities, including tribal communities, non-profit organizations, state forestry agencies and Alaska Native Corporations with planning for and mitigating wildfire risks. The number of projects selected will be determined by available funding, which is up to $250 million. During the first year of funding, the department awarded $197 million to 99 project proposals across 22 states and seven tribes. READ MORE

BOEM Wind Energy Development Off Oregon

The Bureau of Ocean Energy Management is due to receive comments on draft wind energy areas offshore southern Oregon, which have the potential to support up to 2.6 gigawatts of wind energy. The areas, spanning approximately 219,568 acres, provide an opportunity for floating wind technologies owing to the deep waters off Oregon’s coast. The two draft areas reflect changes based on public, stakeholder, and interagency engagement from the Oregon Call Area released for public comment in April 2022. The bureau will consider public input before formally designating final wind energy areas off the coast of Oregon. READ MORE

DOE Carbon Dioxide Removal Purchase Pilot Prize

The U.S. Energy Department is due to receive comments on rules for the second and third phases of its Carbon Dioxide Removal, or CDR, Purchase Pilot Prize that will offer up to $35 million in cash awards to teams, which provide impactful CDR concept proposals that can be developed and refined to ultimately deliver their specified CDR credits. This is the first initiative by the federal government to directly purchase CDR from domestic providers. Applications to compete for Phase I are due by Nov. 30. Teams will win increasingly larger awards as they make progress over the course of three phases. Each phase requires compounding progress in the CDR purchase agreement and delivery process.

DOE Wholesale Electricity Market Program

The U.S. Energy Department is due to receive concept papers for the first round of funding for a $9 million program to enhance state and regional participation in wholesale power markets. The initiative – Wholesale Electricity Market Studies and Engagement Program – is designed to provide technical and financial support for states and regional entities to develop, expand, and improve wholesale markets. Such collaboration is expected to enable stakeholders to provide the necessary insight into various activities, including the development of interregional transmission infrastructure. The program includes three rounds of funding to provide adequate time to develop coalitions and prepare joint applications.

IL CC Study on Shifting to PJM

The Illinois Commerce Commission is due to receive comments on Ameren Illinois Company’s cost-benefit analysis of its continued membership in the Midcontinent Independent System Operator Inc. versus joining PJM Interconnection LLC, which manages the grid in the northern part of the state. The commission initiated an inquiry to examine the study including a comment period to help to inform any future or potential action regarding the state’s ongoing participation in its two power grid operators. The study recommends remaining in MISO, which is economically advantageous for both the company and the state, offering substantial cost savings in comparison to joining PJM. The analysis considered several factors including reliability, affordability, and environmental effects that contributed to this conclusion. The analysis assessed the net costs and benefits across the entire state of Illinois including the service territories of Ameren, City Water, Light & Power, Southern Illinois Power Cooperative, and Commonwealth Edison Company. MD PSC 45 MW Porter Mill Solar Project

The Maryland Public Service Commission will hold a public comment hearing on Porter Mill LLC’s application for a certificate of public convenience and necessity to build an approximately 45.8-megawatt alternating current solar project in Wicomico County. The project is expected to yield significant economic benefit, including a capital cost of around $60 million, and is expected to be completed prior to the end of second quarter of 2026. Porter has proposed a limit of construction of approximately 268.37 acres on two parcels, totaling 398.94 acres. 9710

PA DEP Grid Resilience Grants Program

The Pennsylvania Department of Environmental Protection is due to receive concept papers for a $16 million competitive grant offered through the Pennsylvania Grid Resilience Grants Program for eligible resilience measures intended to mitigate the impact of electric grid disruptive events. The initiative is funded under the 2021 Infrastructure Investment and Jobs Act. The department seeks applications for advanced, innovative, and transformative projects that result in a more resilient and reliable electric grid while promoting the expansion of clean energy generation, workforce benefits, and positive outcomes in disadvantaged communities.

IN IURC Indiana Michigan Power Rate Case

The Indiana Utility Regulatory Commission will discuss Indiana Michigan Power Company’s application for adjustments of retail rates and charges applicable to electricity services. The American Electric Power subsidiary filed an application seeking an increase in base revenues of $116.4 million, or 6.8 percent. The company requested the increase in two steps through a phase-in rate adjustment process used in its last three basic rate cases. The first phase would be an increase of approximately $83.7 million, or 4.89 percent, and the second phase would represent an increase of $32.7 million, or 1.91 percent. 45933 – NONE

CA EC Clean Energy Implementation Report

The California Energy Commission will hold a joint workshop to discuss the analytical framework for the SB 100 joint report for 2021. Enacted in 2018, the legislation increased California’s renewable portfolio standard to 60 percent, and set a goal of procuring 100 percent of the state’s retail electricity supply from renewable and zero-carbon resources by 2045. The commission recently held a joint workshop with the Public Utilities Commission and the Air Resources Board, which included an overview of the 2021 report highlighting developments that occurred in the last two years, and presentations and panels to provide stakeholder input on the state’s path towards the goal established by the law. SB 100 requires the agencies to address the findings and recommendations as the 2025 joint agency report is developed. Comments are due by Nov. 14. 23-SB-100
