BOEM Environmental Review of Gulf of Maine Offshore Wind Auction

The Bureau of Ocean Energy Management will hold a virtual public meeting to discuss its draft environmental assessment on the potential issuance of commercial wind energy leases in the Gulf of Maine. In April, the agency announced a proposed wind energy lease sale in eight potential leasing areas offshore Maine, Massachusetts, and New Hampshire totaling approximately one million acres. These areas have the potential to generate nearly 15 gigawatts of renewable energy and power over five million homes. The bureau will hold an additional meeting on July 10.

DOE Generation III+ Small Modular Reactor Deployment

The U.S. Energy Department will hold an informational webinar regarding a funding opportunity of up to $900 million to catalyze the deployment of Generation III+ small modular reactors. The department anticipates offering funding in two tiers: First Mover Team Support and Fast Follower Deployment Support. The webinar will provide additional information about the opportunity including the two tiers, next steps, and resources. This funding, provided by the 2021 Infrastructure Investment and Jobs Act, will help strengthen the domestic nuclear energy industry and spur follow-on reactor projects. READ MORE

DOE Environmental Justice Strategic Plan

The U.S. Energy Department is expected to hold virtual listening sessions to discuss goals for its draft environmental justice strategic plan. Through the plan, the department aims to conceptualize the unique way in which equity intersects with the energy system and to develop the concept of energy justice. The department seeks to establish new goals and objectives to support resilient communities and provide meaningful public participation in decision-making processes that may affect human health or the environment. The move is intended to keep pace with the evolving environmental justice landscape due to climate change, new scientific developments, and an increased policy focus on environmental justice and equity in the federal government. The department seeks input on a number of topics including performance measures or metrics to monitor progress towards advancing environmental justice. Comments are due by July 31.

DOE Fusion Energy Public-Private Consortium Framework

The U.S. Energy Department will hold a webinar to discuss a proposed fusion energy public-private consortium framework aimed to complement its Milestone-Based Fusion Development, or Milestone, Program and Fusion Innovative Research Engine, or FIRE, Collaboratives by catalyzing and bringing together state/local government, private, philanthropic funding, as well as new partnerships, to accelerate fusion commercialization. The Milestone Program is a public-private initiative that will help bring fusion toward technical and commercial viability. The FIRE Collaboratives are aimed at supporting further creation of a fusion innovation ecosystem by forming teams that will have a collective goal of bridging DOE’s Fusion Energy Sciences program’s foundation and enabling research with the needs of the growing fusion industry. NRC Palisades Nuclear Plant Restart

The Nuclear Regulatory Commission and Department of Energy will hold a hybrid meeting to gather information for the preparation of an environmental assessment to analyze the impacts of proposed federal actions related to reauthorizing power operations at the Palisades Nuclear Plant in Michigan. The 800-megawatt nuclear power plant ceased operations in 2022 due to financial reasons. NRC is considering an exemption request, a license transfer request, and license amendment requests to support reauthorizing operations under the NRC license. The proposed action of DOE’s Loan Programs Office is to provide a loan guarantee to support power operations at the facility. READ MORE

PA PUC FirstEnergy Rate Case

The Pennsylvania Public Utilities Commission will hold four public meetings to consider FirstEnergy Pennsylvania Electric Company’s application for adjustments of distribution rates and charges applicable to electric services. The company is seeking an increase in distribution revenue of nearly $504 million, or 34 percent. This would increase the average monthly bill of a residential customer using 1,000 kilowatt-hours per month by 9.2 to 11.8 percent across the company’s rate districts.

NJ BPU Fourth Offshore Wind Solicitation

The New Jersey Board of Public Utilities is due to receive applications in response to its fourth offshore wind solicitation aimed to secure offshore renewable energy certificates targeting 1,200 megawatts to 4,000 megawatts of capacity. The state has awarded two contracts for offshore wind projects totaling about 3.7 gigawatts in its third solicitation to Attentive Energy Two, a joint venture of TotalEnergies and Corio Generation, and Leading Light Wind, a partnership between lead developer Invenergy and co-developer energyRe. New Jersey has a goal of deploying 11 gigawatts of offshore wind by 2040. READ MORE

PR EB Renewable Energy Portfolio Regulation

The Puerto Rico Energy Bureau will hold a hybrid public hearing to discuss proposed regulations to monitor compliance with the island’s renewable energy portfolio standard. The proposal aims to establish regulatory provisions that apply to renewable energy certificates, providing for a stable and predictable regulatory framework, with the ability to promote and convert renewable energy generation into a viable activity. The regulations would also facilitate the compliance of retail energy suppliers with the standard.

MD PSC Co-Located Load Configuration Study

The Maryland Public Service Commission seeks comments on information to be considered to conduct a study and make recommendations regarding issues related to the utilization of end-use electricity customer load that is physically connected to the facilities of an existing or planned electric generation facility, also known as co-located load configuration. The commission’s findings will address potential impacts on the reliability of the electric transmission and distribution systems, PJM’s markets and planning functions, as well as Maryland ratepayers. The study will also inform mitigation measures to address these impacts. A technical conference will be held on Sep. 24.

CA EC Offshore Wind Energy Strategic Plan

The California Energy Commission will consider the adoption of a strategic plan that charts a course to meet the state’s offshore wind planning goal of 25 gigawatts by 2045. The plan is in response to legislation enacted in 2021 directing the commission to coordinate with other agencies as needed and develop a strategic plan for offshore wind energy development off the California coast in federal waters. Among other things, the plan identifies suitable sea space to accommodate California’s offshore wind planning goals, and discusses economic and workforce benefits, port infrastructure needs, and transmission planning. 17-MISC-01

CA EC ZEV Workforce Training

The California Energy Commission is due to receive comments on updates and new activities related to workforce training and development for zero-emission vehicles and associated infrastructure. The commission recently held a workshop which included staff presentations on new and recently completed projects funded by the Clean Transportation Program supporting ZEV workforce training and development. The workshop also included presentations from experts representing the charger maintenance and repair industry. Commission staff also introduced the draft ZEV Workforce Training and Development Strategy: A Roadmap for Clean Transportation Program Funding, and solicit public feedback regarding strategy objectives.
