DOE Consortium for Nuclear Fuel Supply Chain

The U.S. Energy Department will hold the first meeting of the Defense Production Act Consortium, launched in August, to strengthen domestic nuclear fuel cycle supply chains in line with President Trump’s executive order on reinvigorating the nuclear industrial base. The initiative aims to increase fuel availability, expand access to reliable power, and reduce reliance on foreign sources. The consortium will use voluntary agreements with U.S. companies to develop plans to ensure that fuel supply chain capacity is available for the continued reliable operation of the nation’s reactors.

EPA Marquis Carbon Sequestration Project

The U.S. Environmental Protection Agency will hold a public availability session to discuss a draft permit for Marquis Carbon Injection LLC to inject and store carbon dioxide underground at an injection well in Putnam County, Illinois. The company’s proposed plan involves injecting up to 1.5 million metric tons of carbon per year, over a period of six years, at approximately 3,094 feet below ground. The company would be required to monitor the wells during the six years of the proposed injection and for twelve years afterwards.

DOE AI Infrastructure Development

The U.S. Energy Department will sponsor an industry day event for potential applicants responding to a request for proposals to build and power artificial intelligence data centers at its Oak Ridge Reservation. The event will help participants learn more about the solicitation process and requirements outlined in the RFP and tour the sites available for consideration. This solicitation is part of the administration’s effort to promote U.S. leadership in AI and aligns with executive orders that aim to leverage federal land assets for the rapid deployment of data centers and energy generation projects. Applications are due by Dec. 1.

ME PUC Net Energy Billing Program

The Maine Public Utilities Commission invites comments on proposed amendments to its Net Energy Billing rule to comply with recent legislation that amended statutes governing the kilowatt-hour and tariff rate programs. The revisions include changing the formula for calculating the rate for participants of the tariff rate program to reduce subsidy. The revisions also include instituting a charge for project sponsors in the kilowatt-hour program to offset the costs of net energy billing and strengthening consumer protections for customers who receive credits through the program. The state has also enacted legislation establishing that the monetary value of unused and expired kilowatt-hour credits, which had previously been remitted to the commission to support the low-income assistance program, will now be remitted directly to Maine State Housing Authority. NC UC Large Electric Load Additions

The North Carolina Utilities Commission will hold a technical conference to examine new large electric load additions, including data centers, manufacturing facilities, and other high-demand customers seeking service in the state. The commission has opened a proceeding to consider how utilities plan to meet significant new demand, including resource adequacy, transmission and distribution upgrades, and cost allocation for new infrastructure. North Carolina has emerged as a competitive destination for data center development, with utilities receiving multiple requests for projects requiring hundreds of megawatts of capacity. The proceeding is expected to address how these loads will affect long-term planning, grid reliability, and the balance between protecting existing ratepayers and enabling economic development. ME PUC Central Maine Power Company Rate Case

The Maine Public Utilities Commission will hold public witness hearings on Central Maine Power Company’s proposed distribution rate case. The company is proposing a five-year rate plan that would go into effect beginning Oct.1, 2026, with increases each year through Oct. 1, 2030. The increases would cumulatively amount to approximately $35 a month for the average residential customer using approximately 550 kWh of electricity per month when fully implemented in 2030.

NY PSC Electric and Gas Rate Cases

The New York Public Service Commission will hold an in-person public statement hearing on proposed changes to electric and gas delivery rates of New York State Electric & Gas Corporation (NYSEG) and Rochester Gas and Electric Corporation (RG&E) for the 12-month period ending April 30, 2027. NYSEG proposes to increase its electric delivery revenues by approximately $464.4 million and its natural gas delivery revenues by approximately $93 million. RG&E proposes to increase its electric delivery revenues by approximately $220.2 million and its natural gas delivery revenues by approximately $72.9 million. The actual bill impacts will vary based on revenue allocation and rate design. Virtual hearings will be held on Oct. 21, and comments on the proposals are due by Oct. 24.

PR EB LUMA’s Integrated Resource Plan

LUMA is required to file its integrated resource plan with the Puerto Rico Energy Bureau following an order revising the process and timeline for the filing due to delays caused by several factors, including modeling software challenges and significant regulatory changes introduced by Act 1-2025. The act eliminates the interim renewable energy targets for 2025 and 2040 while maintaining the overall goal of achieving 100 percent renewable energy by 2050. LUMA is required to file additional transmission system information associated with the IRP’s preferred resource portfolio by Nov. 21. READ MORE

WA UTC Cascade Natural Gas Corp.'s Resource Plan

The Washington Utilities and Transportation Commission invites comments on Cascade Natural Gas Corporation’s 2025 integrated resource plan, which forecasts customer and demand growth over 26 years, and analyzes the most reliable and least-cost supply-side and demand-side resources that could be used to fulfill customer needs. The IRP includes a short-term action plan, detailing actions that will be taken during the two years after submission. These include acquiring all estimated potential energy efficiency savings of 1.8 million therms in 2025 and 2.9 million therms in 2026, and investigating carbon capture technologies for potential inclusion in the mid- to long-term. The company projects 26 million therms of energy efficiency in Washington by 2045. UG-231023

CA EC Equitable Building Decarbonization Program

The California Energy Commission seeks comments on draft guidelines for the Tribal Direct Install Program, a component of its Equitable Building Decarbonization, or EBD, initiative, which aims to reduce emissions and advance equity. The EBD program, established by a 2022 law, includes two components: a statewide direct install program focused on low-income and moderate-income households, and an incentive program to accelerate the deployment of low-carbon building technologies. The commission recognized the unique needs of tribes and tribal communities during the development of guidelines for the statewide direct install program. 22-DECARB-03
