DOE $63 Million Clean Energy Technologies Fund

The U.S. Energy Department is due to receive applications for a $63 million funding opportunity to accelerate the growth of domestic manufacturing of residential heat pumps, heat pump water heaters, and other heat pump systems and components. The funding from the Inflation Reduction Act, invoked by President Biden’s use of emergency authority on the basis of climate change, utilizes the Defense Production Act to boost key clean energy technologies, including electric heat pumps. The investment builds on the first round of funding that resulted in the award of $169 million to accelerate electric heat pump manufacturing at 15 sites across the U.S.

EPA $7 Billion Solar for All Program

The U.S. Environmental Protection Agency will hold an informational webinar on the Solar for All program aimed to expand the number of low-income and disadvantaged communities that are primed for residential and community solar investment. On April 22, the agency announced 60 selectees that will receive $7 billion in grant awards through the program to support solar projects in more than 900,000 households nationwide. The program is a part of the $27 billion Greenhouse Gas Reduction Fund created by the 2022 Inflation Reduction Act. The 60 selections will provide funds to states, territories, Tribal governments, municipalities, and nonprofits to develop initiatives that enable low-income and disadvantaged communities to deploy and benefit from distributed residential solar.

DOE Building Energy Efficiency Grant

The U.S. Energy Department is due to receive applications from states, territories and units of local government for a $530 million competitive grant to adopt and implement the latest building codes. The initiative is funded by the 2022 Inflation Reduction Act, which provides over $1 billion for state and local action to modernize the nation’s building stock. The funding opportunity will also contribute to supporting inclusive programs in line with President Biden’s Justice40 Initiative, while ensuring that nonprofits, industry leaders, and states are well-prepared to execute energy efficiency projects to decarbonize buildings and foster inclusive workforce training initiatives. BOEM Atlantic Shores Offshore Wind Project

The Bureau of Ocean Energy Management is due to receive comments on the preparation of an environmental assessment for the proposed Atlantic Shores North project, a joint venture of EDF Renewables North America and Shell New Energies US LLC. The company has proposed to install up to 157 turbines in a renewable energy lease area of about 81,129 acres located approximately 8.4 statute miles off the New Jersey coast and 60 statute miles off New York.

NRC Browns Ferry Nuclear Plant License Renewal

The U.S. Nuclear Regulatory Commission is due to receive comment on the scope of an environmental review on proposed actions associated with the license renewals for the Browns Ferry Nuclear Plant units 1, 2 and 3 in Limestone County, Alabama. The agency seeks to assess a variety of alternatives, including a no-action option. Renewing the licenses would allow the units to continue operating for an additional 20 years beyond the current license expiration date of 2033, 2034, and 2036 respectively. The three units combined can generate 3,400 megawatts, powering almost two million homes.

MD PSC Potomac Electric Power Rate Case

The Maryland Public Service Commission is due to receive comments on Potomac Electric Power Company’s application for adjustments of retail rates and charges applicable to electric services. The Exelon subsidiary filed a three-year rate plan, seeking an increase in base revenues of $74.4 million in the first year, and $59.4 million each in the second and third years, with an added $20.4 million for a nine-month extension of the third year. The company proposes a return on equity of 10.5 percent. The rate plan covers the effective period April 1, 2024 through March 31, 2027, with a proposed nine-month extension from April 1, 2027 through December 31, 2027. 9702

OH PUCO Chestnut 68 MW Solar Project

The Ohio Public Utilities Commission will hold a hearing to discuss Chestnut Solar LLC’s application to build an up to 68-megawatt solar project. The National Renewable Energy Corporation subsidiary proposes to install about 170,500 photovoltaic modules spanning an area of about 404 acres in Marion County. The project would connect to the American Electric Power North Waldo-Wildcreek electric substation, in order to enter PJM Interconnection LLC.

MN PUC Xcel Energy Rate Case Hearing

The Minnesota Public Utilities Commission will hold a hearing to discuss Xcel Energy Inc. application for adjustments of retail rates and charges applicable to natural gas services. The company requests an increase in base revenues of $59.03 million, or 9.6 percent, with a return on equity of 10.20 percent. The application would result in an increase of $6.93 for residential customers consuming a monthly average of 73 therms. Additional hearings will be held on May 1, 2, 7, 8, 9. GR-23-413

CAISO California New Resource Implementation

The California Independent System Operator Corp. will hold a hybrid California New Resource Implementation, or NRI, stakeholder meeting to bolster collaboration with the community in preparation for the upcoming summer operations. The meeting will include an overview of the NRI process, a highlight of the metering and telemetry requirements, with a focus on potential challenges and offering strategies for more efficient approvals, and a discussion on battery storage primary frequency response. The operator seeks to work with stakeholders to enhance efficiency in onboarding resources to the grid reliably.

UT PSC Questar IRP Technical Conference

The Utah Public Service Commission will hold a technical conference regarding Questar Gas Company’s integrated resource plan, or IRP, for the play year June 1, 2024 to May 31, 2025. The Dominion Energy subsidiary intends to file its IRP in early June 2024. The discussion will focus on long-term planning. Prior conferences held since February examined IRP standards and guidelines, supply sourcing, system integrity, and transportation and storage planning, among others. CA EC Transportation Fuels Transition Plan

The California Energy Commission will hold a joint workshop with the Air Resources Board to discuss a draft transportation fuels assessment and a transportation fuels transition plan. Legislation enacted in 2023 directed the commission to conduct a triennial assessment of transportation fuels in order to identify methods to ensure a reliable supply of affordable and safe fuels in the state while helping prevent price spikes. The law also requires both agencies to prepare a plan to transition away from petroleum fuels in line with declining instate petroleum demand based on the assessment. The plan must include a discussion on how to ensure an affordable, reliable, equitable, and adequate supply of petroleum and alternative transportation fuels under the board’s most recent scoping plan. The workshop will include an overview of the draft assessment which includes scenarios of gasoline demand and policies explored to mitigate gasoline price spikes. 23-SB-02
