FERC Wildfire Risk Mitigation

The Federal Energy Regulatory Commission will hold a technical conference to discuss cost-effective best practices aimed at reducing the risk of wildfire ignition from the bulk power system. The conference will feature a panel on interagency coordination, including the role of federal regulators in resolving conflicts over vegetation clearance requirements when multiple agencies have overlapping jurisdictions, and preventing duplication or contradiction of agency roles in wildfire-prone corridors. Another panel will focus on leveraging technology to address wildfire risks, such as using AI and predictive analytics for fire prevention.

FERC Annual Reliability Technical Conference

The Federal Energy Regulatory Commission will examine key policy issues related to the reliability and security of the bulk power system. The conference will include a panel discussion on key priorities shaping the future of grid reliability and resilience as the electric industry navigates an evolving resource mix and rising demand, particularly in light of the exponential growth of data centers and the increasing frequency of extreme weather events, which add complexity to the challenge. Another panel will explore the reliability risks posed by large loads including how utilities and grid planners can minimize and manage the uncertainty associated with the anticipated timing and location of large loads.

BLM Oil and Gas Lease Sale

The Bureau of Land Management invites public comments on 46 oil and gas parcels totaling about 68,203 acres that it plans to include in the December 2025 lease sale in Utah. The bureau completed scoping on these parcels in May and held a public comment period on the parcels and related environmental analysis. The bureau has opened a public protest period to receive additional input.

NYSERDA Renewable Energy Solicitation

The New York State Energy Research and Development Authority is due to receive eligibility applications for large-scale renewable energy projects under its 2025 Land-Based Renewable Energy Solicitation. The initiative focuses on late-stage projects that are ready to begin construction, streamlining the contracting process to bring projects online faster. The effort aims to support ratepayers by using sunsetting federal clean energy tax credits to lower costs. The solicitation incorporates best practices and lessons learned from past procurements, including cost indexing, labor standards, agricultural land preservation, and requirements for engaging stakeholders and disadvantaged communities. Final bids are due on Dec. 4 and conditional awards are expected in February 2026. READ MORE

CT DEEP Climate Resilience Fund

The Connecticut Department of Energy and Environmental Protection invites comments on a draft request for proposals under its expanded Climate Resilience Fund. The initiative is designed to support communities in planning and designing comprehensive projects that strengthen protection against extreme weather events. The department will make up to $33 million in state funding and $11.8 million in federal funding available for projects that safeguard communities and critical infrastructure. The program includes a new category for project deployment that will offer both direct and matching funds to support the construction of community and energy resilience projects, building on DEEP’s previous Microgrid Grant and Loan Program.

NY PSC Electric and Gas Rate Cases

The New York Public Service Commission will hold virtual public statement hearings on proposed changes to electric and gas delivery rates of New York State Electric & Gas Corporation (NYSEG) and Rochester Gas and Electric Corporation (RG&E) for the 12-month period ending April 30, 2027. NYSEG proposes to increase its electric delivery revenues by approximately $464.4 million and its natural gas delivery revenues by approximately $93 million. RG&E proposes to increase its electric delivery revenues by approximately $220.2 million and its natural gas delivery revenues by approximately $72.9 million. The actual bill impacts will vary based on revenue allocation and rate design. Comments on the proposals are due by Oct. 24.

NJ BPU Interregional Transmission Projects

The New Jersey Board of Public Utilities seeks concept papers on beneficial interregional transmission project opportunities aimed at improving grid reliability, reducing consumer costs, and supporting economic growth. The board, in partnership with eight other Northeast states, has issued a request for information through the Northeast States Collaborative on Interregional Transmission, formed in 2023 to address gaps in current regional planning processes. The effort builds on a multi-state memorandum of understanding and an April 2025 strategic action plan outlining policy actions to improve transmission coordination across the three grid planning regions in the Northeast and Mid-Atlantic. CARB Quarterly Carbon Auction

The California Air Resources Board and Québec’s Ministry of the Environment and the Fight against Climate Change are due to receive applications for participation in their 45th joint quarterly carbon auction, which will offer allowances for current and future years. The current auction will offer 2023, 2024, and 2025 vintage allowances totaling about 51.3 million, and the advance auction will offer 2028 future allowances totaling about 6.8 million. The previous auction held in August sold all of the nearly 51.9 million current allowances at a price of $28.76 per allowance and 6.8 million future allowances at $28.50 per allowance. California’s cap-and trade program places an economy-wide cap on major emitting sources.

CA EC Hydropower Variability and Gas System Operations

The California Energy Commission seeks information on the impacts of changes in hydropower reliability on gas system operations and planning. The input will inform the scope of a research grant funding opportunity to provide a better understanding of the interplay between gas-fired electricity generation and hydropower resources. When hydroelectric plant capacities drop, fossil gas plants serve as the primary dispatchable resource. While ample research has examined how hydropower variability affects power grids and informs water and electricity planning, the implications for the gas system – through gas-fired generation and capacity and contingency planning – remain underexplored. The commission aims to leverage the anticipated research to facilitate improved forecasting of gas demand, including demand to support electricity generation, in the context of a changing climate and a decarbonizing energy sector. 23-ERDD-02
