EIA U.S. Energy Outlook

The U.S. Energy Information Administration will issue its Short-Term Energy Outlook report, providing a forecast of energy supply, demand, and prices. Coal consumption by the U.S. power sector rose by 15 percent in the first half of 2025, compared with the same period last year, due to higher electricity demand and higher natural gas prices, according to the previous short-term outlook. Despite a projected increase in natural gas prices in 2026, the agency expects coal consumption to fall by 3 percent compared with 2025 as utility-scale solar generation increases.

FERC Large Load Interconnection

The Federal Energy Regulatory Commission seeks comments on an advance notice of proposed rulemaking intended to address the interconnection of large loads to the interstate transmission system. Last month, U.S. Energy Secretary Chris Wright directed the commission to initiate rulemaking procedures with a proposed rule aimed at accelerating the interconnection of large loads, including data centers. The proposed rule would allow customers to submit joint, co-located load and generation interconnection requests. It would significantly shorten study timelines and reduce grid upgrade costs while decreasing the time needed for additional generation and power to come online. READ MORE

NY PSC Residential Weatherization Programs

The New York Public Service Commission invites comments on utility proposals for the Regional Residential Weatherization Program. The proposals are in response to an order issued in May authorizing energy efficiency and building electrification portfolios for non-low- to moderate-income households for the 2026-2030 period. The order directs utilities to file proposals laying out plans to implement regional upstate and downstate residential weatherization programs and sets forth guidelines for utility filings. Among other things, the guidelines require a regional approach tailored to each region’s building stock characteristics, with statewide consistency where possible, as well as a detailed approach for coordinating the program offering with building electrification incentives available through the NYS Clean Heat Program. 25-M-0248

PA DEP Driving PA Forward Initiative

The Pennsylvania Department of Environmental Protection is due to receive applications for a $23 million funding opportunity for projects that will replace or retrofit fleet diesel-powered highway and nonroad vehicles, engines, and equipment. The funding is offered through the Federal Fiscal Year 2023-2024 Pennsylvania Freight Innovations in Transportation Grant Program supported in part by the U.S. Environmental Protection Agency and the 2010 Federal Diesel Emission Reduction Act, or DERA. Approximately $21.6 million of the funding is from a settlement with Volkswagen Group of America over diesel vehicle emission violations and serves as the state’s voluntary match funding under EPA’s DERA State grant program.

AZ CC Renewable Energy Standard Repeal

The Arizona Corporation Commission will hold a public comment session regarding the repeal of the 2006 Renewable Energy Standard and Tariff, or REST, rules. These rules require the state’s electric utilities to source a certain percent of their electricity from renewable energy resources, reaching 15 percent by 2025. The state’s two largest regulated electric utilities have met or exceeded the renewable energy requirement under the rules. Implementation of the REST rules has imposed approximately $2.3 billion in surcharges on Arizona ratepayers since 2006, according to the commission. Arizona Public Service Company and Tucson Electric Power Company have reported that renewables accounted for about 19 percent and 29 percent, respectively, of their portfolios in 2024. CA EC 2025 Integrated Energy Policy Report Update

The California Energy Commission will host a remote-access workshop to review draft results for the energy demand forecast load modifiers and utility energization requests as part of the 2025 Integrated Energy Policy Report, or IEPR, proceeding. Load modifiers include data centers, behind-the-meter distributed generation, and storage. They also include additional achievable energy efficiency, fuel substitution, and transportation electrification. Estimated impacts from utility energization requests will also be discussed. The IEPR is prepared every two years to provide assessments and forecasts of energy industry supply, production, transportation, delivery and distribution, demand, and prices. 25-IEPR-03

ID PUC Idaho Power's Long-Term Resource Plan

The Idaho Public Utilities Commission seeks comments on Idaho Power’s 2025 integrated resource plan, or IRP, which outlines the utility’s strategy to meet electricity demand over the next 20 years. The utility expects a significant increase in electricity demand during that period, with its peak load expected to grow by approximately 1,700 megawatts. The number of metered customers is expected to increase to 867,000 by 2045 from a December 2024 level of nearly 648,000. To meet the increasing demand, the IRP’s preferred portfolio adds a diverse mix of generation resources including 1,445 MW of solar, 885 MW of battery storage, and 700 MW of wind. The portfolio also includes conversions of multiple coal-fired generation units to natural gas.

ID PUC Intermountain Gas Company's Rate Case

The Idaho Public Utilities Commission will hold a customer hearing on Intermountain Gas Company’s application for adjustments of retail rates and charges applicable to its gas service. Under the terms of a proposed settlement filed in October, parties agreed to a $13 million increase in the company’s authorized revenue requirement, reflecting an increase of approximately 10.4 percent, with a return on equity of 9.5 percent. This represents a monthly hike of 6.02 percent for the average residential customer and 2.46 percent for the average general service customer. INT-G-25-02

CA EC Offshore Wind Planning

The California Energy Commission will host remote workshops to discuss the development of a seaport readiness plan for offshore wind development pursuant to Assembly Bill 3 enacted in 2023. The law directed the commission to prepare two reports on seaport readiness, as well as supply chain and workforce feasibility of achieving specified in-state assembly and manufacturing targets. The workshops will focus on the first report – second phase plan for seaport readiness – due by Dec. 31, 2026. The second report is a feasibility study of achieving 50 percent and 65 percent in-state assembly and manufacturing of offshore wind energy projects, due by Dec. 31, 2027. READ MORE
