BOEM Wind Energy Development Off Oregon

The Bureau of Ocean Energy Management is due to receive comments on draft wind energy areas offshore southern Oregon, which have the potential to support up to 2.6 gigawatts of wind energy. The areas, spanning approximately 219,568 acres, provide an opportunity for floating wind technologies owing to the deep waters off Oregon’s coast. The two draft areas reflect changes based on public, stakeholder, and interagency engagement from the Oregon Call Area released for public comment in April 2022. The bureau will consider public input before formally designating final wind energy areas off the coast of Oregon. READ MORE

BLM Oil and Gas Lease Sale

The Bureau of Land Management is due to receive comments on an environmental review analyzing 47 parcels totaling about 46,250.57 acres for an oil and gas lease sale in Wyoming. The sale, to be held on Nov. 28, 2023, will include updated fiscal provisions authorized by the 2022 Inflation Reduction Act, including a royalty rate of 16.67 percent.

BOEM Maryland Offshore Wind Project

The Bureau of Ocean Energy Management will hold a public hearing on a draft environmental impact statement for US Wind Inc.’s proposed Maryland Offshore Wind Project, which could generate up to 2.2 gigawatts of renewable energy. The project includes MarWin and Momentum Wind for which Maryland awarded offshore renewable energy credits in 2017 and 2021, respectively. Marwin is a proposed 300-megawatt wind farm and Momentum Wind consists of about 808 megawatts. In April, Maryland enacted legislation raising the state’s offshore wind generation target to 8.5 gigawatts by 2031. Additional hearings will be held on Oct. 24, 26, and 30. READ MORE

DOE Rare Earth Metals Production Grant Program

The U.S. Energy Department is due to receive applications for a $30 million funding opportunity to help lower the costs of producing rare earth elements as well as critical minerals and materials from domestic coal-based resources. Rare earths and other critical minerals are key to domestic manufacturing of clean energy technologies such as solar panels, wind turbines, electric vehicles, and hydrogen fuel cells. The funding, provided by the 2021 Infrastructure Investment and Jobs Act, will help meet growing demand for critical minerals as well as reduce reliance on foreign sources. The program will support research for laboratory and bench-scale testing of economically viable, environmentally benign extraction, separation, and refining technologies, starting with unconventional coal-based resources, and producing rare earths and critical minerals.

NY PSC Central Hudson Gas and Electric Rate Case

The New York Public Service Commission will hold four public hearings to discuss Central Hudson Gas and Electric Corporation’s proposal to increase its annual electric and gas delivery revenues effective July 1, 2024. The company seeks an increase in electric delivery revenues of $139.5 million, a 31.9 percent increase in base delivery revenues or a 16.4 percent increase in total revenues. For natural gas, the company proposes an increase of $41.5 million, which represents a 29.2 percent increase in base delivery revenues or a 19 percent increase in total revenues. 23-E-0418

NYSERDA Long Duration Energy Storage

The New York State Energy Research and Development Authority seeks applications for an $8.15 million funding opportunity to support the development of long duration energy storage technology and products. The purpose of the initiative is to lower energy storage hardware and installation costs, improve performance, and demonstrate grid integration. Submissions must demonstrate significant statewide public benefits and quantify all energy, environmental and/or economic impacts. The funding will support innovative and under-utilized long duration energy storage solutions, devices, software, controls, and other complementary technologies. The agency seeks solutions that deliver 10+ to 100+ hour duration at rated power with a focus on electrochemical, mechanical, and thermal areas. READ MORE

CT PURA Electric Supplier Customer Contracts

The Connecticut Public Utilities Regulatory Authority is due to receive a report from the state’s electric distribution companies regarding modifications to their billing systems for implementing a rate cap to ensure that electric supplier rates for a financial hardship customer are at or below the standard service rate. The requirement is part of a docket initiated to determine the “appropriate limitations” with which all customer contracts with electric suppliers, entered into on and after a determined date, must comply. The proceeding will also determine the companies’ costs and timeline for implementation of any billing system changes for applicable compliance requirements as well as the recovery of such costs from all licensed electric suppliers. CA EC Clean Hydrogen Fuel Production Report

The California Energy Commission will conduct a workshop to solicit feedback on a staff report related to clean hydrogen fuel production and refueling infrastructure for fuel cell electric vehicles, or FCEVs, and off-road applications. Senate Bill 643 enacted in 2021 called for a statewide assessment of the FCEV refueling infrastructure and clean hydrogen fuel production needed to support the adoption of zero-emission vehicles. The workshop will provide an overview of the 2023 report, including four potential infrastructure scenarios for medium- and heavy-duty FCEVs through 2035, real-world application of fuel cell electric buses, clean hydrogen production plants under development, state and federal regulations, and incentive programs. CARB Quarterly Carbon Auction

The California Air Resources Board and Québec’s Ministry of the Environment and the Fight against Climate Change are due to receive applications for participation in their 37th joint quarterly carbon auction, which will offer allowances for current and future years. The current auction will offer 2013, 2014, 2016, 2018, 2020, 2021, 2022, and 2023 vintage allowances totaling about 57.6 million, and the advance auction will offer 2026 future allowances totaling about 7.6 million. The previous auction held in August sold all of the nearly 55.8 million current allowances at a price of $35.20 per allowance and 7.6 million future allowances at $34.16 per allowance. California’s cap-and trade program places an economy-wide cap on major emitting sources. READ MORE

CAISO Resource Adequacy Working Group

The California Independent System Operator is due to receive comments on a discussion paper pertaining to a working group established to collaborate on enhancements to the Resource Adequacy program in light of a changing generation mix, variable supply and demand conditions, and changes to resource planning frameworks in California and the West. The discussion paper includes draft problem statements and principles in addition to a recommended format for the working group process. The initial problem statements focus on overall system reliability information, requirements for resource adequacy capacity and program tools, and local regulatory authority responsibility and cost allocation.
