FERC Commonwealth LNG Project

The Federal Energy Regulatory Commission seeks comments on a draft supplemental environmental impact statement for Commonwealth LNG LLC’s proposed natural gas liquefaction and export facility in Cameron Parish, Louisiana. The project, designed to produce 8.4 million metric tonnes per annum of liquefied natural gas for export, includes a pipeline, interconnection with existing pipelines, and a new meter station. The supplemental review is in response to a July 2024 ruling by the U.S. Court of Appeals for the District of Columbia Circuit directing the commission to assess the cumulative effects of the project’s nitrogen dioxide emissions. EIA U.S. Energy Outlook

The U.S. Energy Information Administration will issue its Short-Term Energy Outlook report, providing a forecast of energy supply, demand, and prices. U.S. natural gas consumption and withdrawals from inventories increased in January and February due to colder weather, leading to natural gas inventories falling below 1.7 trillion cubic feet at the end of March, which is 10 percent below the previous five-year average, according to the agency’s last short-term outlook. As a result, the power sector is projected to consume over 36 billion cubic feet per day of natural gas on average in 2025 and 2026, reflecting increases of 2 percent and 1 percent, respectively, compared to last month’s forecast. The agency expects natural gas storage to be 4 percent lower in 2025 and 3 percent lower in 2026, compared with what was forecast last month.

FERC Supply Chain Risk Management

The Federal Energy Regulatory Commission seeks comments on a notice of proposed rulemaking to address risks to the reliability and security of the bulk power system posed by gaps in the Critical Infrastructure Protection Reliability Standards related to supply chain risk management. The rulemaking also proposed to direct the North American Electric Reliability Corporation to develop new or modified reliability standards to address those gaps. At a recent workshop, panelists discussed a proposed directive in the rulemaking to require that entities establish steps in supply chain risk management plans to verify vendor information during the procurement process, in order to better inform the identification and assessment of risks associated with vendors’ software, hardware, or services. The agency has extended the comment period by 14 days from the original date of March 28. RM24-4-000

NY PSC Consolidated Edison Rate Case

The New York Public Service Commission will hold virtual public statement hearings on Consolidated Edison Company of New York Inc.’s application to increase its annual electric and gas delivery revenues for the 12-month period ending Dec. 31, 2026. Con Edison proposes to increase its electric delivery revenues by approximately $1.6 billion, an 11.4 percent increase in total revenues. For natural gas, the company proposes an increase of about $440 million, a 19.1 percent increase in total revenues. The bill impacts of these proposed changes on any particular customer class would vary based on revenue allocation and rate design. The company explained that the revenue increase will support growing demand, particularly for clean energy initiatives and substation investments, ensure reliability through feeder replacements, and strengthen overall system resiliency. 25-E-0072

MD PSC Energy Storage Program

The Maryland Public Service Commission will conduct public hearings on energy storage procurement proposals filed by the investor-owned electric utilities to support the Maryland Energy Storage Program’s initial goal of deploying 750 megawatts of energy storage capacity by May 31, 2028. Legislation enacted in 2023 directed the commission to establish a program to reach 3 gigawatts of cumulative energy storage capacity by May 31, 2034 with interim targets of 750 MW by May 31, 2028 and 1.5 GW by May 31, 2031. The commission initiated a proceeding in January to determine a cost-effective energy storage procurement allocation toward attaining the initial goal. READ MORE

OH PUCO AEP Data Center Tariffs

The Ohio Public Utilities Commission is due to receive reply briefs on Ohio Power Company’s new tariffs related to data centers and mobile data centers. The Data Center Power tariff applies to new data center customers with a monthly maximum demand of 25 megawatts or more at a single location, while the Mobile Data Center tariff applies to new mobile data center customers such as cryptocurrency miners, with monthly maximum demand of one megawatt or greater. Both proposals include a long-term capacity commitment to help ensure the capacity expansion is needed at the level requested and to help justify the time and cost associated with building high-voltage transmission to serve these unique customers. MD PSC BGE’s Brandon Shores Retirement Mitigation Project

The Maryland Public Service Commission will hold a hearing on Baltimore Gas and Electric Company’s proposed transmission line upgrades related to coal plant retirements. The proposed Brandon Shores Retirement Mitigation Project involves the construction of new overhead transmission line segments and upgrading other existing lines to a higher voltage, focusing on lines crossing Harford, Baltimore, and Anne Arundel counties. The company stated that the work is needed to resolve widespread, severe thermal and voltage violations that grid operator PJM Interconnection LLC has identified will result from the planned retirement of Talen Energy’s coal-fired Brandon Shores Generating Station Units 1 and 2. NY PSC Gas System Planning

The New York Department of Public Service will hold a virtual public statement hearing on a long-term gas system plan filed by Brooklyn Union Gas Company, Keyspan Gas East Corporation, and Niagara Mohawk Power Corporation. The National Grid subsidiaries filed the plan in response to the commission’s May 2022 order creating a long-term gas system planning process for local gas distribution companies. DC PSC Washington Gas Light Rate Case

The District of Columbia Public Service Commission will hold a community hearing to discuss Washington Gas Light Company’s request to increase rates and charges for natural gas service. The WGL Holdings subsidiary is seeking an increase of $45.6 million, which includes a transfer of $11.7 million associated with costs from natural gas system upgrades previously approved by the commission, bringing the net increase in new revenues to $33.9 million. This represents an 11.9 percent increase over current rates. Additional hearings will be held on April 21 and 29. FC1180

CO PUC Electric Utility Regulations

The Colorado Public Utilities Commission seeks comments on materials filed in a proceeding aimed at clarifying requirements related to the impacts of utility infrastructure projects on historic and culturally significant sites and tribal governments. The commission has issued an interim decision taking administrative notice of the materials, which pertain to state and federal entities’ tribal consultation policies and procedures. The referenced materials are expected to help identify additional issues for public comment. The commission is considering an amendment to its rules regulating electric utilities to address the identification and protection of such sites. 24R-0306E

MN PUC Minnesota Energy Connection Project

The Minnesota Public Utilities Commission will hold a hearing to discuss Xcel Energy’s application for a certificate of need and a route permit for the Minnesota Energy Connection project, a proposed double-circuit 345-kilovolt transmission line and associated facilities, connecting the retiring Sherco coal plant near Becker to Lyon County. The project would enable more than 2,000 megawatts of renewable energy to replace the plant’s electricity generation. The line is designed to reuse the existing grid connections in Becker, supporting new renewable energy in the wind-rich southern and southwestern regions of the state. CN-22-131
