DOE Lake Charles LNG Export Term Extension

The U.S Energy Department’s Office of Fossil Energy and Carbon Management is due to receive comments on Lake Charles LNG Export Company LLC’s application to amend its current export term authorizations to allow the export of liquified natural gas from its Louisiana terminal to non-free trade agreement, or non-FTA, countries to a term ending in Dec. 31, 2050. The application is pursuant to the department’s 2020 policy statement that allowed LNG exports to non-FTA countries to be extended through 2050, a shift from the prior practice of granting 20-year terms. The application also includes an attendant increase in the total export volume over the life of the authorizations. 11-59-LNG, 16-110-LNG

BLM Lava Ridge Wind Energy Project

The Bureau of Land Management’s Idaho Resource Advisory Council and the Proposed Lava Ridge Wind Energy Project Subcommittee will hold a discussion on the Lava Ridge project, an up to one-gigawatt commercial-scale wind energy facility to be located in southern Idaho. The meeting will focus on providing background information on the proposed project, the National Environmental Policy Act process, and stakeholder perspective. The agency’s resource advisory councils offer opportunities for citizens from all backgrounds and interests to have a voice in the management of public lands and its resources.

DOE Biorefinery Projects Funding Opportunity

The U.S. Energy Department is due to receive concept papers in response to its $59 million funding opportunity announcement to expand biofuels production and help decarbonize the transportation sector. The department aims to accelerate the production of biofuels and bioproducts to cut emissions from marine, aviation, and other hard-to-decarbonize sectors. The funding will support applied research, development, and deployment to enhance the performance and lower the cost of biofuel production technologies, and scale-up production in partnership with industry. Reducing costs and technical risks can facilitate the deployment of commercial-scale integrated biorefineries.

BOEM US Wind Offshore Project Review

The Bureau of Ocean Energy Management is due to receive comments on the preparation of an environmental impact statement for the first proposed wind energy project offshore Maryland. The proposal, submitted by US Wind LLC, marks the tenth offshore wind energy review initiated under the Biden administration. The project, designed to provide a capacity of 1.1 to 2 gigawatts of wind energy to the Delmarva Peninsula, could power up to 650,000 homes in Delaware, Maryland and Virginia each year. This project reinforces the Biden administration’s goal of deploying 30 gigawatts of offshore wind energy capacity by 2030.

NY PSC 200 MW Hemlock Ridge Solar Project

The New York Public Service Commission will conduct a hearing regarding Hemlock Ridge Solar LLC’s proposal to construct a 200-megawatt solar project in Orleans County. The project spans a total of 2,094 acres with a total area of the limit of disturbance of 1,268 acres. The project is expected to power over 36,000 homes and offset 282,000 tons of carbon dioxide emissions each year.

NY DEC Climate Act Implementation Plan

The New York Department of Environmental Conservation and New York State Energy Research and Development Authority are due to receive comments on draft criteria for identifying disadvantaged communities to guide the equitable implementation of the 2019 Climate Leadership and Community Protection Act. Under the law, New York must reduce economywide greenhouse gas emissions 40 percent by 2030 and 85 percent by 2050 from 1990 levels, and attain a carbon-free power system by 2040. The draft provides an interactive map and a list of communities as well as criteria to direct initiatives that cut emissions, open economic development opportunities, and support investments in clean energy and energy efficiency. The department held 11 hearings during May and June to receive public input on the draft criteria based on geographic, public health, environmental hazard, and socioeconomic factors.

NV PUC Gas Infrastructure Replacement Regulations

The Nevada Public Utilities Commission will conduct a workshop to discuss a review of regulations regarding gas infrastructure replacement and natural gas expansion. The proposal aims to revise provisions governing a gas utility’s recovery of certain costs related to the replacement of existing pipelines and related infrastructure. Current law exempts certain customers that have contracts for negotiated rates with the utility from paying the replacement rate and instead pay a rate calculated separately representing the costs associated with segments that benefit the customers. The proposed regulation would revise this by providing that transportation customers – those who obtain gas from a third-party supplier and transport through the utility’s distribution system – with contracts for special services may be required to pay this separate rate. 21-06030

KS CC Energy Efficiency Programs Portfolio

The Kansas Corporation Commission is due to receive comments from Evergy Inc.’s customers on the company’s proposed 2023-2026 demand-side management portfolio and updated energy efficiency rider. The portfolio includes nine energy efficiency and demand-side management programs aimed at improving customer participation and enhancing customer experience for residential and business customers.
