BOEM SouthCoast Wind Project

The Bureau of Ocean Energy Management will hold a meeting to discuss its draft environmental impact statement for SouthCoast Wind Energy LLC’s proposed Southcoast Wind Project offshore Massachusetts. The 2.4 gigawatt project has the potential to supply more than 800,000 homes. The proposal includes up to 147 wind turbines and two export cable corridors, with one making landfall in Falmouth and the other in Somerset, Massachusetts. The lease area covers about 127,388 acres and is approximately 26 nautical miles south of Martha’s Vineyard and 20 nautical miles south of Nantucket. An additional meeting will be held on March 22. BLM Lava Ridge Wind Energy Project

The Bureau of Land Management is due to receive comments on its draft environmental impact statement for the Lava Ridge project, an up to one-gigawatt commercial-scale wind energy facility to be located in southern Idaho. The wind energy facility is expected to have up to 400 turbines, spanning 84,000 acres of federal, state, and private land, about 25 miles northeast of Twin Falls in south-central Idaho.

EPA Regional Pollution Prevention Grant

The U.S. Environmental Protection Agency will hold a webinar to discuss a $16 million grant opportunity for states and tribes to advance the development and adoption of pollution prevention, or P2, practices in disadvantaged communities. This opportunity follows a previous grant of about $14 million, the first of five annual instalments of P2 grant funding provided by the 2021 Infrastructure Investment and Jobs Act. The agency will award grants ranging from $100,000 to $800,000 for the funding period, or up to $1.2 million for multi-state or multi-tribal projects. Another webinar will be held on March 23.

BLM 200 MW Dry Lake East Energy Center Solar Project

The Bureau of Land Management is due to receive comments on Dry Lake East Energy Center’s proposal to construct and operate the Dry Lake East Energy Center Solar Project, a 200-megawatt alternating current solar power project in Clark county, Nevada. The company has applied for a right-of-way grant to provide land and access for the project proposed on a solar variance area of about 1,635 acres. The project would support the current administration’s goal of a carbon-free power sector by 2035, as well as the direction in the Energy Act of 2020 to permit 25 gigawatts of solar, wind, and geothermal energy production on public lands by 2025.

TN PUC Utility Cybersecurity Reporting Rules

The Tennessee Public Utilities Commission will conduct a hearing to gather public input on proposed rules for utility cybersecurity reporting. Legislation enacted in 2021 requires regulated electric, water, wastewater and natural gas utilities to develop, implement, and maintain cybersecurity plans. From this year, utilities are required to provide documentation to the commission by July 1 of each year, showing that they are operating under a compliant cybersecurity plan. Further, the law requires the commission to enforce the statutory provisions and authorizes the promulgation of rules. 2300001

NY PSC EV Make Ready Program

The New York Public Service Commission will hold a technical conference to discuss a whitepaper as part of its “midpoint review” of the Electric Vehicle Infrastructure Make-Ready program run by the state’s large investor-owned electric utilities. The whitepaper provides recommendations to improve the program including increasing the initiative’s budget from $701 million to $1.108 billion and updating the plug targets, extending the program’s deadline beyond Jan. 1, 2025 if the plug targets are not met, and creating a $25 million micromobility make-ready program targeting disadvantaged communities. The commission had detailed a list of topics that the review should asses including future-proofing requirements and budgets and utility ownership of charging station hardware. 18-E-0138

ME PUC Clean Electric Grid Transition Plan

The Maine Public Utilities Commission will hold its second workshop to discuss priorities to be addressed by investor-owned electric utilities in establishing a grid plan to assist in the cost-effective transition to a clean, affordable, and reliable grid. The move follows a 2022 law which requires the commission to initiate a proceeding every five years to gather stakeholder input, in order to identify goals, methods, and tools to assist utilities in developing grid plan filings. The workshop will include presentations on the Governor’s Energy Office programs and the state’s climate action plan, and stakeholder recommendations from the Maine Utility/Regulatory Reform and Decarbonization Initiative. 2022-00322

MN PUC Xcel Energy Gas Rate Case

The Minnesota Public Utilities Commission will consider a settlement filed by Northern States Power Company for adjustments of retail rates and charges applicable to natural gas services. The settlement proposes an increase in base revenues of $20.5 million, or 2.63 percent, with a return on equity of 9.57 percent. The Xcel Energy Inc. subsidiary initially requested an increase in base revenues of $35.6 million, or 6.6 percent, with a return on equity of 10.5 percent. GR-21-678

CAISO Day-Ahead Market Enhancements Initiative

The California Independent System Operator Corp. is due to receive comments on workshop discussions regarding its Day-Ahead Market Enhancement initiative, or DAME, a tool to address ramping needs between intervals and uncertainty that can occur between the day-ahead and real-time markets. DAME intends to create an imbalance reserve product to ensure sufficient capacity to meet real-time demand. The enhancements address reliability needs amid growing supply and demand uncertainty.
