EIA Monthly Energy Review

The U.S. Energy Information Administration will issue its Monthly Energy Review, providing data on energy production, consumption, prices, and trade. Data centers, increased electrification, and expanding manufacturing activity continue to spur growth in electricity demand, according to the agency’s latest short-term outlook. Electricity sales in the commercial sector, which includes computing demand, are projected to exceed those in the residential sector in 2026, a first since the agency began collecting the data. Commercial sector electricity sales are projected to rise 3 percent in 2025 and 4.5 percent in 2026, largely driven by higher demand from data centers. Electricity sales to retail customers are expected to increase 2.2 percent in 2025 and 2.4 percent in 2026.

BOEM Gulf of America Oil and Gas Lease Sale

The Bureau of Ocean Energy Management seeks comments from affected state governors and local governments on a proposed oil and gas lease sale in the Gulf of America. Lease Sale 262 would offer approximately 15,000 unleased blocks, ranging from 3 to 231 miles offshore, across the Gulf of America’s Western, Central, and Eastern planning areas, covering about 80 million acres. This marks the first of three planned lease sales in the region under the 2024-2029 Outer Continental Shelf Oil and Gas Leasing Program. The bureau is in the process of developing a new national program that will include additional leasing opportunities.

DOT National Electric Vehicle Infrastructure Formula Program

The U.S. Department of Transportation seeks comments on its revised guidance for the $5 billion National Electric Vehicle Infrastructure, or NEVI, formula program established by the 2021 Infrastructure Investment and Jobs Act to develop a national electric vehicle charging network. The interim final guidance updates the existing program guidance to align with statutory language, in order to streamline implementation. In February, the department suspended approval of state EV infrastructure deployment plans under the program pending a review of implementation policies. Among other things, the revised guidance simplifies the state plan approval process and provides states with more flexibility to determine when their systems are built out, allowing NEVI funds to be used on public roads statewide.

NY PSC Hoffman Falls 100 MW Wind Project

The New York Department of Public Service will hold a hearing to consider Hoffman Falls Wind LLC’s proposed 100-megawatt wind energy facility in Madison County. The project would consist of 24 turbines located on private land in the towns of Fenner, Nelson, Smithfield, and Eaton and is expected to provide $63 million in local investment. Construction activities are expected to take place from 2026 to 2027.

MD PSC Energy Storage Initiative

The Maryland Public Service Commission seeks comments on a request by the Maryland Energy Storage Initiative Workgroup’s leader to consider revised proposed regulations in accordance with the Renewable Energy Certainty Act, enacted in May. The law requires agencies to establish standardized land-use requirements for siting solar projects larger than 1 megawatt and for energy storage facilities. The legislation also preempts local zoning requirements. The commission will hold a rulemaking session on Sept. 10 to consider whether to publish the proposed regulations as initially submitted or revised based on comments received. READ MORE

PA DEP Industrial Decarbonization Fund

The Pennsylvania Department of Environmental Protection is due to receive applications for up to $320 million in competitive grant funding for industrial decarbonization projects offered through its Reducing Industrial Sector Emissions in Pennsylvania, or RISE, program. The statewide initiative aims to reduce industrial sector greenhouse gas emissions, which accounts for about 30 percent of the state’s total emissions. Selected projects will utilize various innovative technologies to reduce greenhouse gas emissions from industrial processes, including electrification, energy efficiency, fuel-switching for transition to low-carbon alternatives, renewable energy, and carbon capture technologies. CA EC Clean Energy Interconnection

The California Energy Commission is due to receive comments addressing barriers and solutions to accelerating clean energy interconnection and energization as part of its 2025 Integrated Energy Policy Report, or IEPR, proceeding. A recent workshop, building on the 2023 IEPR, reviewed improvements to interconnection and energization processes and gathered suggestions for policies or process changes to further improve them and address ongoing issues. The IEPR is prepared every two years to provide assessments and forecasts of energy industry supply, production, transportation, delivery and distribution, demand, and prices. 25-IEPR-06

CO PUC Xcel Energy’s Virtual Power Plant Program

The Colorado Public Utilities Commission will hold a remote evidentiary hearing en banc on Xcel Energy’s Aggregated Virtual Power Plant, or VPP, program and tariff, as well as the associated program budget and cost recovery methodology. The company’s application includes a tariff for performance-based compensation for a qualified VPP. Last May, the state enacted legislation requiring qualifying retail electric utilities to develop VPP programs and seek regulatory approval to implement them. Among other requirements, the company must consider the role VPPs can play in modeling and meeting system needs in the resource planning process, as well as eligibility requirements for distributed energy resource aggregators and technologies. AZ CC Natural Gas Infrastructure and Storage

The Arizona Corporation Commission will hold a workshop on the expansion of natural gas infrastructure and storage in the state. The move comes amid growing concerns about resource adequacy. The closure of coal-fired power plants, the increase in intermittent resources, and projected load growth from data centers and large industrial customers are driving the need for substantial firm capacity from natural gas generation to maintain reliability. Over the past 18 months, the commission has approved nearly 1,000 megawatts of new or expanded utility-owned natural gas plants. G-00000A-25-0029

CA PUC Liberty Utilities Rate Case

The California Public Utilities Commission will hold a virtual public forum to discuss Liberty Utilities’ request for authority to increase its retail electric service rates. The company is requesting an increase of approximately $39.8 million, or 19.1 percent, for 2025, with a return on equity of 11 percent. Additional increases would follow in 2026 and 2027, based on the utility’s planned capital investments. If the proposal is approved, the average monthly bill for a residential customer not enrolled in the California Alternate Rates for Energy program and using 548 kWh per month would increase by 20.6 percent in 2025. CARB Quarterly Carbon Auction

The California Air Resources Board and Québec’s Ministry of the Environment, the Fight against Climate Change, Wildlife and Parks will release the results of their 44th joint quarterly carbon auction, which offered allowances for current and future years. The current auction offered 2025 vintage allowances totaling about 51.9 million, and the advance auction offered 2028 future allowances totaling about 6.8 million. At the previous auction, held in May, current allowances cleared at the reserve price of $25.87 per allowance and sold about 86 percent of the 51 million permits offered. The advance auction, which offered about 6.8 million allowances, sold out, settling at $26.15, slightly higher than the reserve price. READ MORE
