BOEM 1.1 GW Ocean Wind Project Environmental Review

The Bureau of Ocean Energy Management will hold a public hearing on its draft environmental impact statement for the proposed 1.1-gigawatt Ocean Wind 1 project offshore New Jersey. In 2019, the New Jersey Board of Public Utilities selected Denmark-based Orsted A/S to develop the project. Subsequently, in 2021, the board approved PSEG’s acquisition of a 25 percent equity interest in Ocean Wind. The draft analyzes the potential environmental impacts of the project as described in the proposed action and alternatives. Hearings and comments on the draft will provide input for the final environmental review, which will inform the federal agency’s decision.

EIA Monthly Energy Review

The U.S. Energy Information Administration will issue its Monthly Energy Review, providing data on energy production, consumption, prices, and trade. The share of electricity generated from renewable sources is expected to grow from 20 percent in 2021 to 24 percent in 2023, according to the agency’s latest short-term outlook. U.S. crude oil production is forecast to average a record high 12.8 million barrels per day in 2023, surpassing the previous record of 12.3 million barrels per day set in 2019.

BOEM New York Bight Wind Area Review

The Bureau of Ocean Energy Management will conduct an environmental review of six wind lease areas offshore New York and New Jersey, in the area called New York Bight. The leases for these six areas were awarded via the agency’s February 2022 auction and fetched over $4.3 billion in lease sale revenue, a record amount for any U.S. offshore renewable or conventional energy lease sale. This environmental review is the first of its kind and will lead to additional environmental analyses specific to each proposed wind energy project.

OH PUCO Duke Energy Ohio Rate Case

The Ohio Public Utilities Commission will consider Duke Energy Ohio Inc.’s application for adjustments of retail rates and charges applicable to its electric service. The company seeks an annual revenue increase of nearly $54.7 million, or 10 percent. The commission staff reviewed the application and company records and recommended an increase of $1.8 million to $15.2 million, or 0.33 to 2.72 percent, respectively. 21-0889-EL-AAM

NY PSC Indian Point Nuclear Plant Decommissioning

The New York Public Service Commission will hold a joint meeting of the Indian Point Closure Task Force and Decommissioning Oversight Board established to provide guidance and support for communities affected by the three-unit Indian Point Energy Center ceasing operations. The meeting will examine the scope and goals of the task force and the oversight board, and presentations on key issues related to the decommissioning and spent fuel management. The task force is charged with exploring ways to mitigate local tax and workforce impacts and evaluate new economic opportunities and initiatives, as well as identifying a decommissioning timeline that is in the interest of local communities. The oversight board is required to assess ways to protect the interest of affected communities including current workforce and public safety. Indian Point, which had a capacity of 1,040 megawatts, shut down its last nuclear reactor on April 30, 2021, marking the end of 59 years of continuous power generation. 21-01188

NYSERDA Clean Green Schools Initiative

The New York State Energy Research and Development Authority is due to receive proposals for infrastructure improvement projects as part of the Clean Green Schools Initiative. The proposals pertain to the first round under Track II of the initiative designed to provide funding on a competitive basis to execute construction projects, which will help schools decarbonize their buildings, leading to improved air quality, reduced emissions, and a pathway towards electrification. The program aims to improve the environmental sustainability of schools, which traditionally lack resources to invest in infrastructure improvements, by reducing school energy loads, decarbonizing their building portfolio, improving indoor air quality and providing clean energy educational opportunities. Track I of the program is designed to provide professional services to evaluate, plan for, and facilitate energy reduction projects, clean energy projects, and indoor air quality projects.

WA UTC Avista Corp. Rate Case

The Washington Utilities and Transportation Commission will hold a workshop to consider Avista Corp.’s application for adjustments of retail rates and charges applicable to electric service. In its application filed in January 2022, Avista proposes a two year rate plan, beginning with new base rates effective in December 2022 for Rate Year 1 and December 2023 for Rate Year 2. The proposed increases reflect an electric base rate relief of around $52.9 million and $17.1 million for the first and second rate years, respectively. UE-220053

CO PUC Clean Heat Plan

The Colorado Public Utilities Commission will hold meetings to discuss the contents and evaluation of gas distribution utilities’ clean heat plans. Legislation enacted in 2021 directed the commission to create rules requiring utilities to file clean heat plans and reduce carbon emissions resulting from distributing gas to customers. Gas distribution utility companies are now required to submit clean heat plans beginning in 2023 demonstrating how they will achieve the goals of four percent emissions reductions in 2025 and 22 percent by 2030, based on a 2015 baseline. The discussion will incorporate community-specific energy concerns. The commission has scheduled six public meetings to discuss the topic in disproportionately impacted communities. 21R-0449G

CA EC Vehicle-Grid Integration

The California Energy Commission will conduct a workshop to discuss the current status of vehicle-grid integration, or VGI, in the state and introduce a number of funding solicitation ideas intended to help enhance and plan for widespread VGI. The commission describes VGI as a suite of technologies, policies, and strategies designed to modify the time, power level, or location of charging or discharging of electric vehicles in a manner that benefits the grid. The workshop will also include presentations from EV charging stakeholders on current and upcoming VGI products, services, and compensation structures. 19-AB-2127
