BOEM Gulf of Maine Offshore Wind Auction

The Bureau of Ocean Energy Management seeks comments on a draft environmental assessment of the potential issuance of commercial wind energy leases in the Gulf of Maine. In April, the agency announced a proposed wind energy lease sale in eight potential leasing areas offshore Maine, Massachusetts, and New Hampshire totaling approximately one million acres. These areas have the potential to generate nearly 15 gigawatts of renewable energy and power over five million homes.

DOE Fusion Energy Public-Private Consortium Framework

The U.S. Energy Department seeks information on a proposed fusion energy public-private consortium framework aimed to complement its Milestone-Based Fusion Development, or Milestone, Program and Fusion Innovative Research Engine, or FIRE, Collaboratives by catalyzing and bringing together state/local government, private, philanthropic funding, as well as new partnerships, to accelerate fusion commercialization. The Milestone Program is a public-private initiative that will help bring fusion toward technical and commercial viability. The FIRE Collaboratives are aimed at supporting further creation of a fusion innovation ecosystem by forming teams that will have a collective goal of bridging DOE’s Fusion Energy Sciences program’s foundation and enabling research with the needs of the growing fusion industry. DOE Advanced Technology Vehicles Manufacturing Program

The U.S. Energy Department’s Loan Programs Office seeks stakeholder input to inform the implementation of the changes to the Advanced Technology Vehicles Manufacturing, or ATVM, Loan Program stemming from the 2021 Infrastructure Investment and Jobs Act and 2022 Inflation Reduction Act. The office seeks feedback on issues related to eligibility criteria for additional modes of advanced transport eligible to receive ATVM financing, as well as definition of increased performance requirements for newly eligible advanced technology vehicles categories. The RFI also seeks information on the necessary capital investments anticipated across each category’s supply chain, planned investments in manufacturing from both supply and demand side-perspectives, and remaining technical, regulatory, and supply chain barriers to commercialization for each category.

PA DEP Phase IV Pipeline Project

The Pennsylvania Department of Environmental Protection is due to receive comments on Pennsylvania General Energy Co. LLC’s proposed natural gas pipeline in Lycoming County. The company has requested a siting permit for its proposed Phase IV Pipeline Project, which would involve the construction of approximately 19,925 linear feet of twelve-inch natural gas pipeline and 19,887 linear feet of two flexsteel waterlines.

MD PSC Southern Maryland Electric Rate Case

The Maryland Public Service Commission will hold a hearing to discuss Southern Maryland Electric Cooperative’s application for adjustments of retail rates and charges applicable to electric services. The company seeks an increase in base revenues of $37.9 million, which would represent an 11 percent overall bill increase for the average customer. 9738

NY PSC Climate Resilience Plans

The New York Public Service Commission will hold public statement hearings on Consolidated Edison Company of New York’s climate change resilience plan. The company plans to invest about $903 million from 2025–2029, the first five-year period of its resilience plan. Capital expenditures for all resilience investments for the next 20 years – from 2025 through 2044 – total to about $5.6 billion. The company will implement programs that minimize outages from heat waves, snowstorms, sea level rise, and other extreme weather events and restore service faster when outages do occur. The commission has announced a series of hearings to discuss climate vulnerability and resiliency plans submitted by all utilities. 22-E-0222

MI PSC Transportation Electrification Plans

The Michigan Public Service Commission seeks comments on a staff proposal that prescribes filing requirements for each rate-regulated electric utility’s transportation electrification plan. In March, the commission issued an order directing staff to submit a filing process as well as a proposed schedule for filings. The order also expanded the scope of the vehicle-to-grid and energy storage workgroup to incorporate tariff proposals for vehicle-to-grid and energy storage for all regulated electric utilities. The commission found it appropriate to expand the scope, with an opportunity to consider bidirectional charging implications for other entities like homes, namely, a vehicle-to-home tariff, and more broadly, V2X applications. CA EC EV Infrastructure Grant Program

The California Energy Commission is due to receive comments on developing applications for the second round of the U.S. Transportation Department’s Charging and Fueling Infrastructure, or CFI, grant program. The 2021 Infrastructure Investment and Jobs Act created the CFI program, providing $2.5 billion over five years to strategically deploy EV charging infrastructure and other alternative fueling infrastructure projects in urban and rural communities in publicly accessible locations. California is developing two applications to the CFI program. The first application is a multi-state proposal to develop medium- and heavy-duty battery EV charging infrastructure along interstate corridors, and the second proposes a medium- and heavy-duty zero-emission vehicle infrastructure project along drayage routes near state ports. 24-EVI-01
