BOEM SouthCoast Wind Project

The Bureau of Ocean Energy Management is due to receive comments on a draft environmental impact statement for SouthCoast Wind Energy LLC’s proposed Southcoast Wind Project offshore Massachusetts. The 2.4 gigawatt project has the potential to supply more than 800,000 homes. The proposal includes up to 147 wind turbines and two export cable corridors, with one making landfall in Falmouth and the other in Somerset, Massachusetts. The lease area covers about 127,388 acres and is approximately 26 nautical miles south of Martha’s Vineyard and 20 nautical miles south of Nantucket. READ MORE

BLM Oil and Gas Lease Sales

The Bureau of Land Management is due to receive comments on an environmental review for an oil and gas lease sale in Utah. The review will inform the process for a lease sale for 18 parcels, which the agency expects to hold in September, totaling approximately 31,808 acres, to comply with the Inflation Reduction Act enacted in August.

BLM Lava Ridge Wind Energy Project

The Bureau of Land Management is due to receive comments on its draft environmental impact statement for the Lava Ridge project, an up to one-gigawatt commercial-scale wind energy facility to be located in southern Idaho. The wind energy facility is expected to have up to 400 turbines, spanning 84,000 acres of federal, state, and private land, about 25 miles northeast of Twin Falls in south-central Idaho.

NY PSC Consolidated Edison Rate Case

The New York Public Service Commission will hold a hearing to discuss Consolidated Edison Company of New York Inc.’s three-year proposal to increase its annual electric and gas delivery revenues effective Jan. 1, 2023. The company seeks an increase in electric delivery revenues of $457.5 million each year between 2023 and 2025, or a total bill increase of 12.5 percent. For natural gas, the company proposes an increase of $187.2 million for each rate year, with the total bill hike amounting to 20.2 percent.

NYSERDA Direct Current Fast Charging Program

The New York State Energy Research and Development Authority is due to receive proposals to develop direct current fast charging electric vehicle supply equipment, or DCFC EVSE, in select upstate metropolitan areas to accelerate EV adoption among city residents and fleet operators. Funding of up to $16 million is available for the solicitation. The program aims to reduce the cost of purchasing and installing the equipment in the state and is expected to fund 150-200 DCFC EVSE in three rounds. WA ECY Carbon Market Linkage

The Washington Department of Ecology will hold a listening session to receive public input on the possibility of linking the state’s cap-and-invest program with similar initiatives in California and Quebec. Linkage with other jurisdictions would facilitate a single market with a larger pool of participants, potentially increasing the stability of the emissions market and reducing carbon prices. The first auction of greenhouse gas allowances held in February under Washington’s cap-and-invest program generated $299.9 million. The initiative, established by the 2021 Climate Commitment Act, covers about 75 percent of statewide emissions. READ MORE

OR PUC House Bill 2021 Implementation

The Oregon Public Utilities Commission will hold a workshop to discuss the implementation of the provisions of House Bill 2021 — sweeping legislation enacted in July 2021 requiring electricity providers to eliminate greenhouse gas emissions associated with electricity sold to consumers by 2040. The discussion is part of a docket that the commission opened to consider important questions of statutory interpretation that surfaced during the investigation of clean energy plans, the key regulatory mechanism for implementation of the emissions reduction targets prior to 2030. CA EC Carbon Removal Innovation Support Program

The California Energy Commission will hold a workshop to discuss the implementation of its Carbon Removal Innovation Program under the 2022 Energy and Climate Change law. The workshop will include a discussion on the program scope, project eligibility, requirements, and considerations. The program is expected to contribute to economy-wide decarbonization in the state by providing opportunities to accelerate direct air capture of atmospheric carbon. Direct air capture is necessary to meet the estimated 100 million metric tons of annual carbon dioxide removal and capture required by 2045, according to the Air Resources Board’s scoping plan, which lays out the path for California to achieve carbon neutrality. 23-ERDD-03

MN PUC Xcel Energy Long-Duration Energy Storage Pilot

The Minnesota Public Utilities Commission is due to receive comments on Xcel energy Inc.’s petition for a long-duration energy storage pilot. The company is proposing to acquire a 10-megawatt/1,000-megawatt-hour iron-air battery to be located at their Sherco facility, which should allow for a better understanding of dispatching during renewable droughts, mitigating transmission congestion, and reducing curtailment of existing renewable generators. The proposal follows an April 2022 order approving Xcel’s integrated resource plan and directing the company to pursue energy storage technologies that are cost-effective, maintain reliability, and support decarbonization.
