A bipartisan coalition of U.S. House lawmakers led by Rep. Theodore Deutch, a Democrat representing Florida, introduced a bill on Nov. 27 that would impose a hefty carbon tax on global warming emissions. The proposal comes on the heels of landmark reports that warn of the dire consequences of climate change. The bill, the Energy Innovation and Carbon Dividend Act of 2018, would impose a $15-per-ton tax on carbon dioxide pollution starting in 2019, with an aim to slash the emissions by one-third over a decade, and ultimately achieve a 90-percent reduction by 2050, relative to 2015 levels. The proposal, which faces a major climate skeptic in President Donald Trump and a unreceptive GOP-controlled legislature, would ramp up the U.S. commitment under the Paris climate accord, a pact that Trump has vowed to exit.
