DOE Carbon Transport Research Consortium

The U.S. Energy Department’s Office of Fossil Energy and Carbon Management seeks written comments and information on its intent to launch a Carbon Transport Research, Development and Demonstration Consortium. The initiative aims to support and coordinate research and development efforts in carbon transport—e.g., pipelines, rail, trucks, ships, and barges—while fostering collaboration among stakeholders and compiling and curating information in an open access platform.

DOE Clean Energy Development in Tribal Communities

The U.S. Energy Department is due to receive applications for a $25 million funding opportunity aimed at supporting projects focused on planning, assessment, and development of clean energy for tribal buildings or on tribal lands. The move is part of an approximately $44 million grant, of which $18.8 million has been awarded to six native communities across five states. This funding will help install clean energy infrastructure, particularly wind and solar energy equipment, which will provide 5.6 megawatts of clean energy and battery storage for more than 100 buildings. NY PSC 270 MW South Ripley Solar Project

The New York Public Service Commission will hold a virtual hearing on ConnectGen Chautauqua County LLC’s application seeking approval to construct a 270-megawatt solar electric generation facility. The company seeks a certificate of public convenience and necessity and lightened regulation as a wholesale electric generator to build the facility in the town of Ripley in Chautauqua County. The project, which includes 20 megawatts of energy storage, would span 1,250 to 1,500 acres and is expected to power over 60,000 homes annually.

MD EA Electricity Grid Resilience Program

The Maryland Energy Administration is due to receive applications for funding available through the fiscal year 2025 Resilient Infrastructure for Sustainable Energy Program, or RISE. The program, which supports Maryland’s utilities, bulk power system operators and related power-industry stakeholders, has a total budget of $15 million, subject to funding availability. Funds are provided through the federal Infrastructure Investment and Jobs Act of 2021. Eligible activities generally include grid infrastructure improvements such as fire suppression systems, reconductoring power lines, and undergrounding.

NY PSC EV Make-Ready Program

The New York Public Service Commission seeks comments on the interoperability and universal accessibility of electric vehicle charger hardware, such as plug type, charger design, charging adapters, and software in the context of eligibility for its Make-Ready Program. The commission established the light-duty EV Make-Ready Program to support the buildout of a comprehensive charging network of Level 2 and direct current fast chargers across the state. The program provides incentives covering 50 to 100 percent of the eligible costs to make a site ready for EV charging. READ MORE

CA PUC Guidelines for Energization Timelines

The California Public Utilities Commission is due to receive opening briefs in a proceeding initiated to provide guidelines and set timelines for the energization of electrical corporation customers. The rulemaking proceeding was opened last year to implement certain provisions of 2023 legislation, which directed the commission to establish reasonable average and maximum target energization time periods, and a procedure for customers to report energization delays, among other requirements. SD PUC 260 MW South Deuel Wind Energy Project

The South Dakota Public Utilities Commission will hold a hearing on Deuel Harvest Wind Energy South LLC’s application seeking approval for the construction of a wind energy facility with a nameplate capacity of 260 megawatts and a 345 kilovolt transmission line in Deuel County. The project would occupy an area of about 34,339 acres and connect to the Astoria interconnection switchyard owned by Otter Tail Power Company. The project is anticipated to begin commercial operations in December 2026.

CA EC Energy Reliability and Resilience Investment Program

The California Energy Commission is due to receive comments on its Community Energy Reliability and Resilience Investment program. The commission recently held an informational session providing an overview of the program’s funding source, eligibility requirements, objectives, and application guidelines for the funding opportunity. The program invests in projects that increase community energy reliability and resilience, support the state’s climate and energy policies, improve energy justice and equity, and create jobs.
